- Restructure the supply chain. Liberalise the market. Reorganize nafas, dismantle the deep state, reorganize Mardi etc.
- Introduce primary productivity enhancing technology.
- Instead of subsidies, make easy and cheap credit available to farmers.
- Maybe land ownership reforms

- Relook at the ownership of padi mills.
- Allow mills to sell direct to retailers
- Eliminate the middlemen conglomerates.
15. Dismantle the monopoly on rice imports. Liberalise the import market. Everybody capable can import rice. If beras is superbly run, it need not fear competition .
