Is Tricubes a Trojan Horse?

Users will initially be able to use this account to receive government notices such as income tax assessment, driving license renewal and quit rent reminders as well as Employee Provident Fund statements and notices of summons. This is not an exhaustive list of services and more can potentially be offered to users in the future.

The above is an answer given by the CEO of Tricubes, Khairun Mokhtar. Tricubes has been appointed by the Malaysian government as the e mail domain host. Hence instead of say xx@yahoo or xx@gmail, you will have xx@myemail.com. Something like that.

The former two e mails, you get them for free. With myemail , you will pay through the government. Tricubes gets a concession to be the email host for some amount. The CEO says, the government will pay 50 sen per e mail. The government says, this is a private sector initiative. It doesn't pay anything.

One of these people is lying. Since its impossible for the PM to do so, then Khairun Mokhtar is the liar. But then the CEO of an ETP approved company can't be a liar.

Let's just say, Tricubes is the project delivery partner to the government. It's easier that way rather than getting embroiled in semantics.

What does it deliver? It delivers a possible means where the government can control a communication tool, reaching the subscriber directly and discreetly.

Others have said abundantly about Tricubes getting this concession. It says it was selected by an ETP selection team and possibly because the ETP people think, Tricubes has all the qualifications, it has been selected.

People have disputed the selection criteria. TRicubes is a loss making company, the result caused by the nature of the investments it undertakes- so it says. It's dependent on getting government projects such as exclusive licenses for a number of years.

So, if people are interested to read about the technicalities of the TRicubes issue such as financial and technical capabilities and so forth, I am sure there is a vast volume of literature on this.

As for me, I am more intrigued at the prospects of the government big-brothering us, through assessing our e mails. Although Tricubes says it will have security features and encryption features and what not, what if Tricubes acts in concert with government departments by sending unsolicited 'information' over the net, surreptitiously to the e mail addressee? You get for free other than information about summonses, income tax, quit rent reminders etc.?

Sometime in April , 2010, an important person in the CPC, Wang Chen, outlined China's vision on internet usage. Wang Chen is regarded as the highest government official responsible for managing online information in China. He is also the Party's top official in charge of external propaganda work.

Wang delivered a speech laying out what seemed to be the official strategic vision for the "scientific, healthy, and orderly development of the Internet". The speech contains what amounts to an official battle plan, complete with outlines of the risks, campaign objectives, command structure, and legislative reform agenda, for how to bring the Internet under control while accelerating its development.

Wang's report also stresses the value of the Internet as a crucial propaganda tool for guiding correct public opinion, "unifying thinking," and countering "the hegemony of Western media." As long as our country's Internet is linked to the global Internet, there will be channels and means for all sorts of harmful foreign information to appear on our domestic Internet. As long as our Internet is open to the public, there will be channels and means for netizens to express all sorts of speech on the Internet.

In other words, the Chinese authorities view the most intrinsic values and role of the Internet—as a vehicle for the unprecedented spread of information and knowledge across national boundaries and a mechanism that can bring people together and promote diversity and openness—as dangers to be strategically tackled and managed.

A former PM of Malaysia who is credited to have ICTied Malaysia has said, the government will never censor the internet. The current PM repeats the same promise. But the government is wary of the potential of the internet being used as the communications tool for netizens and eventually the people, inducing them to act in some ways detrimental to the government. Despite these promises then, we cannot discount the government big-brothering us is some creative internet-compliant ways.

And so, here in Malaysia, we are debating how come a little known company has been appointed and awarded the Goebbelsment's contract to provide an e mail address for Malaysian citizens.

Already, the government has started on the wrong foot. Whether a person chooses to use an e mail as a communication tool, it is a private voluntary decision. The government has no right to authorize others to get his/her name as an e mail addressee even if it is government who pays for the service. Everyone can get an e mail address for free. So why should the government use taxpayer's money to have a company provide an e mail address?

The only way Tricubes can get the names of people is for them to get people's name through the registration department or some other government departments which are custodian of records. On whose authority will Tricubes get these names? They will get them without OUR approval.

The purpose is nothing else but a disguised attempt by the government to dominate the cyberspace. Its future depends on control of cyberspace. Just like in China, it is widely believed that the Internet poses an insurmountable threat to a government's rule.

But it is not insurmountable after all. Tricubes can help for example.

All over the world, governments are finding ways to control and counter the political impact of Internet use. And they have found some disingenuous ways to do that. Such as using a Trojan Horse.

Tricubes can be the gift the Greeks left behind.

I think very soon someone would recommend free computers for all. I would salute those who would undertake to educate the Penans, Orang Asli,etc to be IT literate. Likewise it could be a Trojan Horse for the opposition too as "Now Everbody Can Email/Blog".

Now I am seeing it from a different perspective other than the desire to help a GN3 Company and abet the company into fleecing the country's coffer by charging 50 sen for every mails sent be it solicited or not. Imagine how much one company can make by sending mails to 5,000,000 recipient at the click of a mouse. What other business is better than this?

This does not look like a Trojan horse to me. Neither is the government going the way of the CPC in trying to control the Internet. I believe the aim is far more modest, but still no less despicable.

By having Malaysians use this Tricube emailing system the government will have automatic access to millions of email accounts, mainly of younger Malaysians, the ones more likely to be anti the BN government. Millions of Malaysians, especially the older ones and those with less financial resources don’t even have a computer or know how to use one, let alone be able to communicate by emailing. Why, some don’t even have electricity! So it is the young and the upwardly mobile that the BN government is targeting.

These Tricube email accounts would provide a means for the BN government to send unsolicited messages to the account holders. The government already knows that a large section of these young Malaysians no longer read the biased printed media, choosing instead the alternative media on the Internet. So these email accounts would provide a perfect platform to spread BN propaganda. Remember the unsolicited “Happy Chinese New Year” SMS message that the PM sent to the Chinese mobile phones? He could do that because the Telcos supplied the phone numbers. Well, Najib would do the same only if he knew the email addresses of all Malaysians. He could then spam them! Since he does not know, he needs to create an account for each of us, camouflaged as a “secure” channel of communication, as if Gmail and Hotmail are not. How diabolical!

The dirty hand of the government is clear. MAMPU and PEMANDU were involved in creating and promoting this idea, and then when attacked, the government retreated, and pretended that this was entirely a Tricube initiative. If it is just that - a private initiative to provide us with a secure email account - why bother when Gmail and Hotmail have been doing this for years for free?

Do we really need tricubes to manage this email database of citizens? I would just think that it's better for us citizens to register our email addresses with JPN. After all JPN has a database of every single citizen living or dead and it's only a matter of adding another field in the database to include the email addresses. If only JPN would allow other govt agencies access to these database, we could save millions......

Most of us may have forgotten that when the PM claimed that Saiful met him it was about him (Saifuk) wanting to ask the PM for a Scholarship...Little did he know that Saiful was a dropout.

The PM is now denying that the government has anything to do with the Tricubes initiative. Maybe after finding out that Tricubes is also a dropout.

The Gomen has always an option to use or not to use this portal.
Tricubes is only trying to create a 1-stop & secured email that can link to every body registered as citizens of Malaysia.
It is a necessity now that government needs connects or disseminate info to all its citizens. It can still use the free email, but they needs to get registered.
What Tricubes is doing is to create a data bank of all the citizens, and the government can choose not to use if it makes more sense or cost savings to send the info by normal mail. Tricubes had been involved in Identification business and its a part of the value chain.
Their business models should be free for the government but chargeable to other private companies. This follows the new value creation business model. The email banks would be more economical once they able to prove its success and will be appealing for marketing companies.

The Trojan Horse analysis is one interesting take. No doubt we can't take Firaun or Rosemajib on their widely quoted remarks yesterday at a Blogger's conference that "there will be no censorship of the internet."

For months now Firaun has been saying that we must filter out some aspects of the internet such as porn, especially child porn. I agree with that. But where does that end and Big Brother begin?

But I suspect that the Tricubes deal is one that is anchored on much more mundane issues such as cronyism and nepotism. Other than the CEO, the major shareholders of Tricubes are:
1. CIMB Venture Cap (16%)
2. Maybank Venture Cap (10%)
3. Heitech Padu (6% of which 24% is owned by PNB).

Most of Tricubes's "170 customers" for its ID scanners are Government Depts and GLC Banks. Faced with losses of RM17 million and de-listing from KLSE, they have gone the route of many a Plc by taking the "monopoly Government contract" road.

At 50 cents an email notification charge to EPF, Income Tax, Immigration, Socso etc., you can bet your bottom dollar they will recover their much touted $50 million capex roll out (of which only $5 million is to be spent in 2011) even before it is fully spent!

In the end, it is a simple bread and butter matter.

We must not allow the $100 million spindoctoring Roti Jalas and Rosemajibs to hoodwink us with thinly disguised Federal Govt cromy/nepotist BAILOUTS!!

The M'sian Taxpayer (us) has been sodomised and raped enough with $ Trillion so called transformation nonsense all at our own cost.

This is akin to some company in Greenland offer to give free ice to the Eskimos and the Greenland government pays the company for the ice delivered to the igloos doorstep.

If Tricubes is to get 50sen for each email send on behalf of the Govt, then this is going to be burden in the long run and fat cheque to Tricubes.

Even if the charges is reduced to 5sen, this type of 1Malaysia email should not be on.

Sorry but I think you missed the point. There is NOTHING to stop the government from big-brothering us now. All the agencies information including banking transaction through BNM can be integrated together to give the government a fuller picture. In fact BNM is currently asking for more through a new statistical reporting system. That is another story.

In fact the Government SHOULD integrate information from JPJ, LHDN and KWSP. You could compute from KWSP contribution whether that person should be paying the tax (within certain tolerance e.g. rebates) and then cross reference to JPJ for car ownership and BNM for loans repayment. These are available now and I am very surprised on why the Government is not doing just that 10 years ago!

My main grouse in this matter is the proposal of the service provider to utilise Government information to generate revenue. Why can't Mampu and other Government agencies get together and put similar plans together? Why operate in isolation and in each ivory towers?

Surely the amount saved can be plough back as extra income for the Government rather than the 20+ percent on corporate tax or zero if it is an MSC company enjoying tax breaks.

I would even go to as far as propose that Rakyat raise the funding and hence equity in a NewCo set-up a JV with Government rather than an entity such as Tricubes. What say you Idris Jala and all at Pemandu?

You are absolutely right.If the PM decides to send a happy merdeka message to 20 million malaysians, Tricubes will get RM10,000,000 from this single email message. Imagine if the PM extends the email messages for Hari Raya Idul Fitri, Chinese New Year, Deepavali (sorry Merry Christmas not included due to Perkasa's and the Perak Mufti's phobia over christian conversions), Tricubes will be making a killing, oops, I mean a ginormous profit. We better hurry and buy up Tricubes shares now.

This is daylight robbery! A scheme to rob Malaysia again.

They just need to drive the email traffic by creating lots of spam. Imagine 1 e-mail per day to the people. That's 50sen x 20 million people x 365 days = RM3.65 billion per year!!! And that's only 1 email per day. Find an excuse to send another 1 each day and the revenue doubled!!!

There is this guy blogging as Tolokminda.wordpress.com who is a fairly rigorous intellectual, arguing his case on a very sensitive subject matter with well thought through arguements, with well supported premises and making conclusion from said supported premises.

MCMC declared his blog a phlishing website and took it off the blogosphere.

That is one way our government censors the internet. One can see very clearly that tolokminda is not out to collect your online banking passwords, etc (that is the reason MCMC used).

Read google's caches on tolokminda's intellectual enquiries and you can see my sadness that a home-grown budding intellectual, arguing in the best of intellectual traditions, should be shut off just like that.

I really am fearful that with this email thingy, if we dont agree to accept one, we will be penalised through non-delivery of services in the same way now, if I wish to renew the insurance of my lorry, I MUST buy a P.A. cover for an additional premium of RM180.00. And I have 6 lorries. The highhandedness of it all. Extend it to when all Government services will be delivered by the 'official' email, and you see my concern.

RM.50 per email is far far atrocious when it should be free.

The govt said it would save tons of money in 10 years... Of course lah if you go IT way, it would save lots and lots of money.

The only difference is how much you save!

When you have hare brain people handling our money.. you get hare brained results and wastes.

The email thing can be easily done by most in the market for free.

Why dont they tender to see who can offer for 1 ct per email instead of 50 cts per email i bet there would be thousands of tender.
You still make lots and lots of money since there are millions per day to handle.

It seems the present government doesn't know how to sell an idea properly. And that's because it doesn't do its homework before making announcements.

This Tricube proposal is like our multipurpose Mykad. If we recall Mykad was supposed to carry other functions apart from identification, for example, public transportation top-ups and small payments. In fact special reading devices were purchased for on-the-spot traffic and medical information retrievals as well. Much money must have been spent and pocketed.

However today, all those special functions have virtually disappeared and the rakyat are still left with a basic and flaky but expensive card embedded with a microchip with no purpose other than for people to see our sad and sorry faces on badly taken photos.

And that's where we are coming from - the rakyat are fed-up with failed mega-million projects announced piecemeal which give them the impression the government is in cahoots with certain private concerns, what more erroneously assuming the rakyat would be stupid not to note it.

Well, all the responses so far are saying the rakyat are in fact smarter by a furlong than the best the present government can produce.

With that in place, let's look at this free email idea.

It's an outsourced shared service. All the government agencies with online activities are supposed to be able to communicate with the rakyat by email.

It appears Tricube is interposing itself between the agencies and their customers using the National Registration Department's database as initial platform in order to fulfill this function. Probably that's why it asks that those who want this free email service must go to the NRD to register for the free email.

Now all that is already a problem. One, emails are already free, ubiquitous, and eponymous with modern connectivity for the inconvenience of some embedded ads. Two, no rakyat like to go to a government department, especially when it means having to take personal leave and face possibly long-queues. Three, this proposal is predicated on easy access to computer and internet. While this may be so in the urban areas, it is certainly not so in the rural areas. Furthermore, the access must be precisely available during that period of each month when government agencies and perhaps the GLCs will be sending their bills.

While one can appreciate the cost and manpower savings from doing things online, the idea itself has not been sold properly. For instance, was an attempt made to offer discounts in bills to the rakyat from savings to the government agencies if the service is used?

And then other things come to mind.

First, what's the impact on jobs, for instance postmen and meter readers? Second, what's the real role of Microsoft hotmail in this project? Third, does Tricubes hold the IP for this idea, for one understands someone else might have submitted just such a proposal to the government? Fourth, is the cooperation of all the government agencies with Tricubes implicit in the implementation? One remembers how problematic it was for the MSC flagship applications rollout because agency heads tend to be leery of interdepartmental sharing of their databases what more now that there can be backflow to an external party.

There are other overriding concerns.

If this government is moving some Privacy Act, what assurances does it and the rakyat have that their data won't be encashed by external parties?

Let me add one extension to that for Najib. He must remember what he had said after the Sarawak elections. He said that social media and online blogging had presented challenges to BN leading up to the elections. That was as much an admission BN has lost the local internet estate. Now barely days after saying that, he announced this free email project. How can the rakyat not conclude that this project was for BN to monitor the rakyats' online activities through a third party thankful for rescuing it from fiduciary difficulties with a single contract?

The second overriding concern is how government-linked bodies think about project feasibility and the context in which each can be run more successfully, especially for those projects whose success depends on rakyat support.

One would have thought that organizations like IT-veteran Heitech Padu, and presumably seasoned bankers like Maybank and Cimb all of which are shareholders would have pre-qualified Tricubes' proposal more carefully and be able to come out with more sensible and informed explanations to render the customers' concerns superfluous.

That Tricubes is today in this state where it is to launch its lifesaver project in the face of massive resistance says more could have been done beforehand. Perhaps they could start by assaying why the earlier Streamyx free email service had to be closed. That would show they would have at least thought through the project with open and not powerpointed minds.

Now if these large organizations have been laggards just in this, their investment, what about the huge sums of money invested and to be invested in other projects and companies by other government-linked organizations, especially those tied to the ETP? Has due diligence been done professionally inasmuch it was overlooked here?

The third overriding concern is this, and it is the mother root:

Najib said the rakyat don't have to pay. Tricubes said the government agencies will be charged fifty sen per email sent.

Since Najib and the government want to be more engaged with bloggers and so on, the question is hereby passed back:

"In your mind, isn't any money paid out by your government agencies money from the rakyat so how can it be free for the rakyat?"

This mindset that government money belongs to the government to dispense any way it likes is anathema to the rakyat. All monies and resources in this country rightly belong to the rakyat populace and any government dispenses from it at THEIR pleasure.

So far the rakyat have been immensely displeased and it didn't just start with Perwaja Steel and BBMB moving on and on to InventQJaya and moving on and on to other projects now and then spun out of the cauldron of Umno.

If BN is going to treat companies like Tricubes as an outsourced agent or contractor, can the rakyat likewise treat BN as an outsourced government agent or contractor bound by terms of the severest service level agreements?

After all, trust is no longer to be given blindly. It has to be earned and right now the trust meter reading for BN, especially Umno, is minus a gazillion.

Even if one is dispassionate about politics, it is not hard to come to that inevitable conclusion. Just take what has been said and not said by our Umno bigwigs in the last two weeks or so.

One, Hishamuddin trumped he knows what goes on in the chinese media. Why then not even a pipsqueak from him about Utusan's 1Melayu 1Bumi? Maybe the answer is in 1Cowhead?

Two, Maslan said he was confident the chinese would flock to BN because it offers better facilities. And then there's Muhyiddin. It was reported he excused Utusan's tirades to ramp up 1Melayu 1Bumi as an expression of a community. If that slogan was to exclude, how did he then conclude it would not affect national unity and the feeling of "oneness"?

There's more to write about his comments and that of his real boss the Kerala hybrid but suffice to say one would have expected that with a two-third win from the recent Sarawak elections, the entire Umno leadership would not have been so jittery, contradictory and disconnected from the rakyat populace in the space of just two weeks that they could trip over what they said which shows how empty is their jack-sparrow rhetoric.

In fact, it is hard to escape the perception the Umno leadership has disintegrated man after man in cogent thought and word.

Which leaves all to ask: 'why?'

Perhaps the answer lies in the domain of still trying to spin gasings when the rakyat have already outlived such toys.

On which point it remains to ask one question:

'How many of the ETP projects mentioned so far actually belong to normal investments taken under Miti investments, and construction projects?'

TRICUBES., technology wise are capable of delivering the goods.

In fact, I think we should also look at their employees which also co-own some of the shares and almost all are bankrupts.

Tricubes are the results of the attempts by bigger companies trying to monopoly the ID technology sector.

Only God knows, the employees of TRICUBES had suffered for so many years in this business that had been monopolized by non-Bumi companies which uses their financial strenghts to get them out of business.
This is not a complex model of business. They had done many RND in areas as pioneers in Malaysia.
