Malay Economics and the wealth distribution machinery



 
The list regarding who and which companies get what on preferential and secretive sweetheart terms is not exhaustive. It would require a major study by itself to inform the public. It requires super sleuthing work and willingness from sources to reveal facts. These are becoming harder by the day.
The way the government does things- i.e. managing the wealth distribution machinery is questionable. The same people and players seem to dominate all the big deals- Vincent tan, Ananda, Gamuda, Sp Setia, etc. the government is playing favorites to a very select few. The same fellows get the big deals. The same fellows seem to have the 'know' whats coming.
We may come out with some novel and esoteric ideas such as the Swiss challenge system. The proponent or proposer submits a project proposal to the government. The government is obliged to publish the proposal and invite 3rd parties to challenge the original proposal. The original proposer is often given the right to counter.
Unfortunately here in Malaysia it is doubtful whether the Swiss Challenge system is used in an even handed manner. Who determines the 3rd parties? - They may even be friendly associates of the original proposer who submit their challenges to make the original proposer look good. It's all a PR gimmick. I immediately recall the many cases that are happening in DBKL. One big player has 20 class A contractors under his control. He then does a carpet bombing- offering all 20 bids by his class A contractors which are manipulated in such a way so as to favor one target bidder- also his.
So, the Swiss challenge system in Malaysia, if it is adopted here very often gets lost in translation. Once it is Malaysianised, it becomes just a put on show to prove transparency.
So today, I am at a loss as to what to say about Gamuda being hopeful that its bid and offer to build some rail project for RM 35,000,000,000 will be accepted by the government. I say man old chap- don't be coy. You will get it.
In the end what do you have? You have a layered system of society, dominated by the rich elite whose wealth keeps on increasing because- it's the reasoning of successes breeding success. We forget, that the success wasn't anything organic or self created but assisted by the state. What the state does is playing favorites. So, Swiss challenge, Belgium chocs, Patchi, or whatever- it's all One BS.
The majority of business people, even whole societies have never learnt the art of becoming favourties. That 'black art' it seems, belonged to a select few.
How do you rectify the situation? How would you correct, correct, correct the situation?
It boils down to an incorruptible and determined leadership—determined to correct things. You carry out policies and actions even if you have to tweak the wealth distribution machine. Why not impose a moratorium on these tier one companies- the Gamudas, Berjayas, Tanjung whatever, Syed Mokhtar?- impose a temporary ban on them. They are not to participate in any government deals for the simple reason they have gotten enough. You think others are not as clever as them? Try others too.
So, Gamuda has come out with a plan. The government can choose to buy the concept and then holds out open tender. The concept owner is also invited of course. Do the same with the Sungai Besi airforce base, the RRI land, the Matrade land, Jalan Cochrane Land, Jalan Ampang government quarters land. You help us, we help you one.
You think no one can come up with a greater Kuala Lumpur Plan? Or redevelopment of the Sungai Besi airbase? Or the RRI land in Sungai Buloh, the government quarters land in Cochrane Road? Just advertise openly and invite bids. I tell you maybe we can get cheaper and better proposals. Just wait.
We need these doses of sanity in these uncertain times. Nothing is sacrosanct anymore nowadays. Now the Pudu Jail- because it's sitting on a valuable piece of real property. Probably some are already eyeing or re-hatching plans for the U Malaya Land, the UPM land. Later on probably, the land on which Masjid Negara stands is not beyond grab.
But again and again, it comes to having the incorruptible and determined leadership. We certainly cannot sustain a leadership which is long on nebulous ideas but short on ideas that work. Ideas that work are more important than grandiose plans which probably served to massage huge egos.
So we want to implement the NEM. Begin first by owning up to certain facts. Has the NEP failed? If it has, own up and come out with a better mouse trap. Say it boldly that in the NEM, affirmative policies are still in place, but the enabling elements- hard work, education, skills, merits must also come along. Saying so, you own up to the fact that Malays are lacking in 2 departments- they are not as hardworking or are as capable as others- maybe. It's painful to own up on these aspects but it's even more important to find ways to fortify the Malays in these two departments.
What do you need first of all? That elusive determined and disciplined leadership. Doesn't matter if it's called soft authoritarian. The Malays are more suited or shall I say more at home and accustomed to a structured and ordered style of governance. So, you have to impose discipline on them- except this time its market discipline.
You have to have consistency. If all big deals have to go through open tender process, then apply it rigorously. Once you allow discretionary adjustments, then the whole system breaks down because, the decision to determine when something comes under common open tender terms and when some come under discretionary treatment depends on personal choice. The dividing lines are blurred by personal inclinations.
How do you then obtain the position to be within the personal choice radar of the decision maker? By sending mountain-high bouquet of flowers when it's the wife's birthday or holding out some private parties for the supreme leaders. How?Maybe we have to learn from Taek Jho Low.

It should be replaced with "It boils down to an incorruptible and determined "rakyat"—determined to correct things."

Believe me, with rakyat like Dato Sak, Raja Petra, Panji panji hitam etc, these corrupted leaders will not last long.

Sleeping beauty is a good example.

How do I get to present my ideas to PM?He does not frequent my local teh tarik shop..he doesn't read emails nor his tweets.

I hv tried getting appt to see him..but most probably will be given time when he is retired or me dead whichever is the earlier.

I tried talking to his aides but they tell me PM wants excellence ..so I shld not use C++ in my programs but instead go for A++.Anyway I am neither Mat Salleh nor an UMNO division head.

Myb those big guys they see PM more often..wine & dine..ride horses..go to premieres..cocktails etc.PM likes them cos they got big hotels,lots of money i.e. successful..therefore smart.

PM may have failed to see that UMNO is the one responsible for their success by giving take or pay IPPs,fully paid SMART tunnels that collects tolls,gambling license,bandwidth,satellite TV that in other country one needs to bid for...

They're smart cos UMNO is dumb.Lets set that right.

Aptly put. Often I had wondered how these 'big' timers seem to know when and what proposal to submit to the government for a negotiated bonanza or to grab lands around some massive development planned by the government.
My experience have been that submitted proposals had been hijacked and handed on silver platter to some favorite SOB.

I am sure there are genuine malay contractors who can do jobs. Throw out all UMNO alibaba companies and let the malay companies compete with each other first with tender and bids with experience. I am sure they can improve a lot.

UMNO has failed malays because greed of leaders..... its just like the parents who dont allow their baby to learn to walk instead of crawl because they afraid their baby will get hurt. In the end , baby never learn to walk. Ended up crawling on floor till die....

Although I sometimes disagree with you on some occasion, I do concur with you on this issue.

I was having a conversation with one of my old friend yesterday. He told me on his frustation when his bid on one govt tender . His company and other 4 companies were chosen to be in "final list".

Out of nowhere, a company that is linked to one UMNO Majlis Tertinggi was awarded the contract. And i heard these kind of stories so many times.

The problem with UMNO is many of them ( in higher hierarchy) are still sleeping as if nothing happens.

I am not against big businesses given contracts. Rather, I want the chances are spread more equally.

And why the sort of "secrecy" on development on precious goldmine such as Pudu Jail, TUDM airstrip. We have rights to know the kind development taking places.

I fear for the worse. There is saying "out of sight, therefore out of mind". Presence of military outpost, albeit on small scale such as that torn down in Ampang( near Great Eastern Building) served as a potent reminder that "army is here and as such dont ever dream of inviting trouble".

As for Pudu jail, I am not paranoid. But some legacy worth to be maintained such as the part of the gate. It is part of history. Why deny it. There is no need to be embarrased.

I hope Najib also must avoid doing the biggest mistake in his political career' THAT IS DESTROYING THE LEGACY OF HIS OWN FATHER, NAMELY DEB".

Now we have Minister in PM Dept who accused that DEB is the cause of Malaysia economic ill. This is the mentality of a minister who "forgot his roots".

On the contrary, DEB spearheaded our growth. The problem is not DEB. Rather, its implementation ( on some occasion) gone offtrack. It boils down to integrity.

Face the problem with facts. DEB helped more Chinese also. The stigma that it only enriches the "few elite Malays" goes on as nobody who is "who's who" in UMNO care to correct the misconception.

DEB brought stabilty, no denying on that. It created a class of Bumiputera professionals and middle class. Without it, finding Malay doctors may be a very difficult task.

DEB also has its fair share of failures. BUt the benefits and successes outweigh the failure.

UMNO, please be proud to announce it. Najib, I hope with his preoccupation with 1Malaysia( the Malays have embrace the concept 50 years ago actually) will not interpret the slogan as denying Malays right.

Once, a Chinese friend accused ( I believe out of ignorance) that Malays are unfairly given privilleges in Constitution.

It took me almost 30 minutes to explain to him that Malays already sacrificed in magnitude unparalled in world history ; that is agreeing to share the land that previously exclusively ownned with newcomes that are Chinese and Indians.

With one stroke( at eve of Independent), more than 1 million citizenship accorded in one day; a rare magnaminity even by world standard.

Cunning colonialists British maybe were then, but they also recognised such facts. Even at low point of Anglo-Malay relationship( intrioduction of Malayan Union), London still recognised Malay Rulers by insisting on His Higheses doby marks.

Constitution is a middle path. It recognises the need to accomodate non Malays. And It also recognises that when British started to interfere in malay politics, the states were already populated by the natives.

That is fairness. Giving rights to non Malays while at same time recognising the original owner of the land. For heaven sake, Malays , even humble and accomodating they are, would definitely want something in return for agreeing to accept the Chinese and Indians.

Sadly the true Malay champions like Zaid Ibrahim, Tok Guru and you are sidelined.

If the Govt really WANTS TO maximise revenues from all these land banks, it surely knows how. Go for sale by open tender for market value (payable upfront) plus share of profits payable as development and sales progresses secured by bank guarantees or some such variation!

It's a simple practice which many Plc's follow when doing JV's with private sector land owners!! Let some of the better capitalised and reputable international companies bid as well subject to a certain minimum local participation. That way, the local "price fixing cartels" will be eliminated.

Just ask how Scomi won the open tender LRT project in Bombay, India where corruption is reputed to be just as endemic as here! Similarly for IJM and others in road projects in India and Petronas around the globe.

So, why can't it be done in M'sia instead of the usual suspects like Gamuda, SP Setia, Syed Mokhtar, Vincent Tan, Ananda and the mafia over and over again?

The preferred route of croney deals is obviously for quid pro quo. UMNO/BN really believes that it's mandated by god to remain in power in perpetuity! So, accountability and transparency goes out the window!

The message to PM Najib and UMNO/BN is clear - Chnage or Be Changed!

Unless the present Malays begin to change and re-organise NOW, they ('they' meaning the grandchildren of the present adult generation) will mainly be the 'underclass' of Malaysia living in squalid conditions like you see now in beautiful South Africa - the lowest class in the social hierarchy.

Hey, it's even true now...except the Malays in 2025 dont have political power anymore. Their political influence then would be so fragmented and worth next to nothing; as there would then be about 20 different malay groups (bulk of them tali barut Chinese capitalists, on their payroll); The NEM, Pemandu in 2011 had successfully restructured the political, legal, economic system to render them permanently economically immobile and handicapped - right under their noses.

Not only the economy but the media is also totally controlled by non-Malays.

The Malays in 2025 will simply be invisible and without any voice.

the DAP horde like an efficient propaganda machine - is very focus and systematic.
You were highlighting "in a cynical way", that it is indeed the Chinese and their tycoons who are walloping all the juicy opportunities.

Our friend Ong, true to DAP Horde's tactic deflected the whole discussion by bringing up the cliche "blame umnoputeras".

Though i agree that umno and umnoputera is also the problem, but notice how the DAP kiashits are apt at quickly diverting the course of discussion back to 'blame the malays themselves' strategy or mode.

Walla is a pretty but an elderly gentleman.

But he's one of the sleek generals in the DAP Horde in MalaysiaToday.

I have yet to see him analyse in a manner which is even slightly critical of the non-malays esp chinese.

For the DAP hordes of MT, there is not single shred, repeat: NOT A SINGLE SHRED of evil, malice, malevolence, racism, ill-will in the chinese attitude and action towards the Malays.

It is all the Malays' own weaknesses and failings that cause them to be in their present shit.

Don't ever anyone dare bring the chinese into the picture or equation.

Dato, a well penned opinion and observation but adly, tyhese are old news, known already to all urbanites.

Then it begets the question, how do WE act as messengers to the village voting folks, and not be krissed in the stomach?
