1. If I am not happy with a particular Settlement Officer/SO at the land office, I write a complain to the DO.
2. I write to the DO, the nature of the offense and asked disciplinary action be taken against the SO.
3. I may asked the DO to sack the SO. Whether the DO concurs or don't, is up to him.
4. The principle is, as an outsider , I cannot interfere with how the DO runs his office .
5. I can't specify a particular kind of punishment. In the extreme case where the DO is satisfied that a very serious breach of duty has taken place, he may give the SO, the sack
6. If the DO thinks a verbal dressing down or a rebuke or a reprimand suffices, I have to accept that decision.
7. I may not like it. But whether I like it or not, I have to live with it.
8. The only way I can countermand him, is by being of higher pay grade than the DO.
9. I have to be the SS or the MB. Then i can instruct the DO to sack the SO.
10. Similarly, I can instruct the PM to sack his political secretary for whatever reasons.
11. We write to the PM telling him the nature of the infraction and asking the PM to take disciplinary actions.
12. And there are several.
13. But we can't tell the PM of a particular form of punishment
14. Whatever form of punishment, the PM decides,we have to live with it .
15. We may not like it, but we have to accept it. 16. The PM may give him a verbal dressing down, a rebuke or a reprimand. Or he may want to give the political secretary a kiss on the cheeks. Or present him a dozen bottles of cincalok . We have to accept it.
17. As an outsider we can't dictate how the PM ought to run his office. If he makes mistakes, he will be called into account later.
18. Further, wouldn't our interference robs the PM the liberty to run his office. Denying the PM itself is undemocratic. It's not our business, if in the process, the PM makes mistakes. That would profit us, wouldn't it, if we want to unseat him.
19. The appointment of officers in the PMs office, is not a function of the likes or dislikes of 3rd parties. Btw, function means depends on. An economic term.
20. I am talking about this issue because it lingers on.
21. Some may raised the issue once or twice. But master -less cyber trolls are raising the issue ad nauseam and ad infinitum.
22. Changing staff at the office on the impulse of 3rd parties, is not the way to run the office. Is the a remote management of the office?
23. I want to question the real motives of asking the PM to sack DS shamsul.
24. He has become the punching bag for one to imagine the actual person punched is the PM.
25. It is like the Malays say, angry at the parents in law, we chide the children in law .
26. To kill one mosquito, we burn the entire mosquito net.
27. If you feel very strongly about the issue, form a new political party, win the GE , become PM and hire and fire anyone you fancy.
