The political blooper of this decade must have been this. The minister of this ministry says- we can't do anything to reveal the details of the IPP agreement. I think this reaction is shared by many people in Malaysia. We almost fell off our chairs in disbelief. The government has no power to reveal the details of IPP contracts. If the government cannot declassify, who can? I hope this minister will not be selected as a cabinet member the next time around IF the BN retains power. Two, this absent mindedness is increased further by the equally bizarre statement by the TNB CEO. By the way, he takes home a RM 1.2 million pay packet per year and we paid him to come out with this kind of statement. Profitability depends on being able to increase a take it or leave it price. You no pay you no electricity. He was thankful; the government has agreed to raise tariffs. TNB made RM 4 billion on revenue of RM 30 billion he's thankful, rising costs will not eat into the profitability. Yet he was practically crying throughout 2010 urging the government to review this and that. He ensures profits by raising tariffs but not by tackling the costs centers. Where is the source of much increase in costs? Do they come from increasing wages of its employees or payments to IPPs? Or business misadventures in Indonesia. The price hike of TNB tariffs is a reprieve for TNB. Pray tell us then, where is the qualitative difference between a TNB CEO and a kacang puteh seller if both depend on a price INCREASE to be profitable? The answer none- because both their profitability is the result of raising prices. Anyone can increase profit by raising prices. This isn't what we expect from a CEO who earns maybe close to RM 100 k a month. We expect him to be profitable because of efficiency, because of cost cutting measures, because of streamlining operations and because of far sighted procurement policies. So the TNB of now that he helms, hasn't moved qualitatively from the TNB he started to lead. A few years ago, he justified the massive losses in coal purchasing deals that went awry as being not worrying because TNB's earnings are humongous. TNB earns billions each year. So, because you earn a lot, its ok to lose a few billions of public money. We therefore hope his contract as CEO will not be renewed. Nothing personal, just business. As a first start to cost cutting measures, we suggest therefore the top TNB bosses volunteer to have the pay cut and that portion be distributed as wages to lower income staff members. Why? Because TNB staff is some of the lowest paid workers in the country. The big chiefs in TNB whose only managerial prowess nowadays seem to pressure the government to raise tariffs are shocking. Che Khalib Mohamad Noh earns RM1.8 million a year in total. TNB's second executive director, Azwan Mohd, who was appointed in April 2010, received a total remuneration of RM755, 320.22, including his basic salary of RM457, 440. What of the TNB 'Indians'? While paying the big chiefs the above amount, in the same year, TNB kept its minimum wage at RM750 a month, only slightly higher than POS Malaysia's RM635. The wage difference is scandalous. Che Khalib has been responsible for some heavy losses and he has presided over some bad deals over the purchases of coal fields in Indonesia. He should have his salary reduced or even relieved from his post. But as usual, government linked companies (GLCs) which tended to be top-heavy pay their CEOs huge salaries seemingly to reflect their managerial talent. It's time for the government to cap salaries for the bosses so that wealth could be spread towards the bottom through better wage schemes.

The 1government still thinks the rakyat are stupid and they can pull wool over the rakyat's eyes. The said minister is just following in the footsteps of the education minister who had previously stated the education ministry is powerless to act against racist headmistresses. So why should we fault the said minister when he says the 1government is powerless to act against the IPP? The UMNO led government has changed the constitution more than 600 times and yet they are powerless to act? Come on, what kind of bu**s**t is this?
The standard modus operandi of our 1government is to plead ignorance and innocence (read: incompetence) when they have something to hide under the carpet. Then of course, pay increases of the GLCs head honchos come about because the 1government rewards mediocrity and to keep their GLC yes-men on their side. Unfortunately these GLC head honchos knows no shame as they are merely copying the mediocrity performances of the 1government ministers.
It's quite impossible to find any other such government in a developed country like ours. Our 1government's unusual capabilities are matched only by the African banana republics, notably Zimbabwe. No wonder TDM gets on so well with Mugabe. Both have the same vision of guiding their respective countries to the dogs by having incompetent people in their government. Doesn't it gives you comfort to know that our current PM feels compelled to continue following TDM's vision and the Zimbabwe model?
Drucker wrote that salary parity between top n bottom position shld be within 20-30 times.In Japan's egalitarian society thats also the practise.Malaysia was that way to in TDM's time.

Dear Dato,TNB has always been the sole electricity supplier in Malaya and then Malaysia.Just imagine TNB being a GLC has the monopoly over electricity in Malaysia.It is always able to produced and supply electricity at a cheaper rate to Malaysians.And yet it is a very profitable company.In fact it is the cash cow of the government.TNB can always build more plants to meet the increase of electricity demand.
As more housing development projects and industrial estates kept coming up we needed more energy.So instead of letting TNB which has the expertise and funds to build more plants,the government under Dr.Mahathir stopped them from building.Thus the setting up of IPPs.These IPPs were set up by cronies with political connections.Or explain why must TNB be force to buy from these IPPs when these IPPs don't even have plants yet.Why don't TNB build new plants instead of these IPPs building new plants.These setting up of IPPs was suppose to fill some politicians pockets.We all know whose watch was under when these IPPs were started.
The Minister in charge cannot reveal the details of the agreement.Why,is the agreement with these IPPs under the classified OSA.The sudden amnesia of the CEO of TNB was to protect the involvement of politicians who have been receiving kickbacks from these companies.One is an ex PM.The 1.2 million that this TNB CEO is paid, is because he is positioned there to look after his master's interest.Or else how much is a CEO who is plagued with a disease called Amnesia worth.Nil,zero and nada.Not even pennies.Both these puppets the Minister and the CEO including the board of TNB have to be put in cages in Zoo Negara.They have to be exibited in cages for their relatives and Malaysians to see.That is the penalty that they must pay for robbing Malaysians whose pocketbooks are already stretched.This is the shame that they must endure for robbing the poor to feed the already very rich corrupted politicians who have plundered the nation's coffers.

Let’s see why these inefficiently managed GLCs are able to foist unmitigated costs on to consumers with apparent impunity. First, the huge salaries don’t buy the best talents. It seems all GLCs have it in their constitution to employ CEOs from just one race. This is the biggest self-inflicted injury to good management by restricting to a smaller talent pool.
Secondly, these GLC top executives are treated like sacred cows. Have you heard of any that got sacked for poor performance, like losing billions on coal contracts? Such leniency is unheard of in commercial enterprises. If indeed GLCs are commercial enterprises, then play by the rules: perform and we reward you well, screw up you fall on your sword or else we kick you out anyway. But no such thing ever happened. The CEOs get commercial pay for government servant-type performance and job stability.
Thirdly, these GLCs are ultimately “supervised” by some government ministry run by half-witted ministers. What can you expect when know-nothing ministers are asked to supervise complex businesses?
In the end it is the public who bales out these inefficient, rent-seeking GLCs by paying for unjustified rate and tariff increase. Directors and managers of poorly run companies get the sack. Why should an incompetent government be any different?

TNB made a lot of cost saving. They called for tenders for supply of cables instead of negotiating the price with suppliers as in the past. On the one hand TNB saved tens of million (final figure should be close to 100 mil). On the otherhand many cable manufacturers will have to close shop due to the very low margins (only few % contribution margins). Good job TNB. A few thousand people will be out of job very soon.

Yes men to those with powerful cables in UMNO for the contracts.
Ensure enormous profits (just thru price-raising as Dato nicely puts it), so the government gets good taxes to squander away.
Ensure the hugh political contributions to continue for BN political parties' funds, to carry out buy-elections for the poor rakyat.
For these outstanding management skills, these CEOs deserve hugh pay packages.
As for the lowly-paid ordinary workers of these GLCs, get them to suffer a few years.
Then use their 'plight' to justify a hugh price increase. Remember Pos Malaysia and the doubling of postage rates ?? I don't remember the poor postmen getting a doubling of wages but someone did get the now rich Pos Malaysia at a discount !!

The Malaysian government cares for the private sector. It will not allow the private sector to bear such risks, instead the Malaysian people will bear the risk for the private sector.
Let's take for example "Toll Concessionaire"; if there was not enough traffic for roads that had been privatised to a toll operator, the government would pay the difference to the toll operator. In the event the "crook" is not making money, the government would buy over at a certain price, such as the bailout of MAS."
As we were told initially, the whole objectives of our government entering into privatisation policies was to improve efficiency and to reduce cost to the better management. But it turned out to be .... "privatise the profit & socialise the losses

KUALA LUMPUR, June 6 — The prime minister must come clean on the Economic Planning Unit’s (EPU) role in the “gas subsidy scandal” as alleged by a former Tenaga Nasional Bhd (TNB) chairman, Lim Guan Eng has said.
The DAP secretary-general said it was unfair that the public was burdened by a seven per cent electricity rate hike just so independent power producers (IPPs) can continue to profit from “imbalanced deals” allegedly forced upon the national power company by the EPU.
“Clearly, there is no justification for Putrajaya to hike electricity tariffs by seven per cent when a review of the original terms of IPPs would be more than sufficient to cut the subsidy bill,” Lim (picture) said in a statement today.
In a 2006 interview with The Star, former TNB chairman Tan Sri Ani Arope said he was strong-armed by the EPU into buying power from IPPs at 23 sen per kWh, despite the fact that the utility company could produce power at about one-third the cost.
He said there was no negotiation involved and pointed out that TNB was “humiliated” at every turn by the EPU — which he later dubbed the “Economic Plundering Unit” — and directed to accept “grossly unfair” terms and conditions favouring the IPPs.
Ani revealed that one IPP, believed to be Genting Sanyen, had agreed to sell power at 12 sen per kWh but was shot down by the EPU and was eventually made to sell at 14 sen per kWh.
“There was no negotiation. Absolutely none,” he said.
“Instead of talking directly with the IPPs, TNB was sitting down with the EPU. And we were harassed, humiliated and talked down every time we went there. After that, my team was disappointed. The EPU just gave us terms and asked us to agree.”
Ani also claimed that he was eventually “put out to pasture” for objecting to the terms and conditions of the purchasing power agreements (PPAs) that eventually created the first-generation IPPs during the Mahathir administration.
Today, Lim said Petronas has extended RM131.3 billion in gas subsidies to both the power and non-power sectors and pointed out that if gas prices remain unchanged, the government will have to foot some RM27 billion in subsidy cost.
He also quoted the Federation of Malaysian Manufacturers, which said the power sector here has yet to translate its price advantage in fuel cost into more competitive electricity rates despite paying less for natural gas than Thailand, Singapore and Indonesia.
Putrajaya announced a 7.1 per cent hike in electricity tariffs in an effort to trim a subsidy bill that would otherwise double to RM21 billion this year, promising that the hike would not affect three-quarters of domestic users.
Power prices will rise by as much as 2.3 sen per kWh in areas taking TNB’s supply, a potential source of public anger just ahead of snap polls expected within a year.

Actually,TNB is doing a big con on govt.They told govt that for every RM 3 increase in gas price,elec tarif must be increased by 2.3 sens.This calcs is valid if GAS gen is 60% of the mix.If there is zero GAS gen,then gas increase does not affect electricity cost.
Now,any smart govt will tell TNB to reduce GAS gen.Can it be done?Answer is YES. .cos currently Coal & Hydro can meet our average demand.GAS only needs to meet the peak demand.
So,gas price increase will not affect gen cost cos govt do not subsidise coal.

The chief beneficiaries of Tenaga's and Najib's recent largesse are MMC (Syed Mokhtar), YTL (Francis Yeoh), Genting (Lim family), Powertek (AK) and Taib in Sarawak.
All these parties are big donors to UMNO/BN. This is the precise reason TNB chiefs and BN PM's absolutely refuse to budge on declassifing the IPP agreements while hiding behind APCOspeak about the 'evils of subsidies' and OSA.
With 54 % electricity reserves (absolutely unheard of anywhere else in the civilized world) they can afford to award Syed Mokhtar another $2-3 billion PPA contract for a 1000MW power plant?
What's the logic? IPPs are paid for electricty we have not, do not, will not and cannot use on 'take or pay' 1-sided guaranteed contracts. This OBSCENE reserve margin goes straight into the ground as TOTAL WASTAGE as it cannot be stored in batteries.
And note how the thieves and looters lie. The price of oil and gas has not doubled in the last year. So, how could Govt subsidy for petrol and gas rise from $10 b to $20 b?
And surely, even if it had, Petronas EXTRA profits should have more than covered it. Oh, how they cheat the ordinary citizens and lie while they rifle through our pockets.
Yet they can continue to pay IPPs 2-3 times (16-24 cents per kw)more than what it costs TNB (8 cents) while subsidising them $10-20 billion a year and yet build new TOTALLY WATEFUL power plants? Even when IPPs cost TNB 40% of its operating costs anywhere from $10-20 billion every year?
Remember 1997 when Mahathir said M'sia will be plunged into darkness if we did not have $10 billion Bakun and we are still ok while Bakun has yet to transmit 1KW up to now in 2011?

The kacang puteh seller can only raise his price so much as he is in a competitive market but TNB is in a monopolistic market. The rakyat has no alternative.

Agreed to your views. We need to carry out forensic audit on all GLC on the allocation and use of fund, leakage of fund, performance based on Return of Assets, Managerial performances related to packages.
On TNB coal fiasco is something we need to analyse details of the transaction, either on the purchase and sales of the coal concession in Kalimantan and selling it back to a buyer at higher price and reported business lost! Che Kalib recently mentioned that the average coal price that TNB buys is USD 103 per MT. The market is sold in the range of USD 70 to 80 per MT for 5800/5500 kcal/kg/min.
Even Kacang Putih seller understand the mathematical differential.
About time that we Malaysian are being treated respectfully as we understand what are going on.

Pak Tua (anon 10.05) and many others seem to venerate Hassan Merican for what he supposedly did for Petronas. But to this day I havent read of a compelling reason why he was snapped up by the red dot down below. Maybe I'm plain ignorant.
I know this though. Hassan took over the helm of Petronas at the right time: Petronas had just completed its gestation period, thanks to the hard work by Tan Sri Azizan and his pioneering team.
Ask any PE and they'll say it takes 5-8 years to develop an oil field from exploration to full production. Hassan went in when Petronas was ripe for picking, so to speak.
I also know that Petronas only ventured to those exotic places in central asia and elsewhere during his watch. How many good stories have read of those ventures? alas, his clever successor finally put paid to all those leaking pipes and called for a pullback. Maybe the successor couldnt wait to see the return on the billions that poured out or for the bleed to stop.
But it makes you wonder though: If the successor is so clever that he could shorten the development gestation of the marginal fields awarded so far to 1 year, why didnt he do the same with all those overseas ventures? Maybe he simply doesnt trust Carigali to do it. Which could explain why he's punishing Carigali now with all the unproven fields that are costly and risky to develop. It's called marginalising Carigali, get it?
So, Pak Tua, Hassan was clever but he's about to be eclipsed by his successor. It's better that you lay his ghost to rest.
Dear Dato,Once in a while we will hear of a GLC losing humongous sums of money in a country somewhere in the planet of Plato,which no human being has ever heard of before.Be it AMMB,MAS, Maybank,PNB,Sime Darby,TNB and others.These are all blue chip companies.They are suppose to be the cream of the crop.
First they have the advantage of being a GLC.Then they get to pick the cream of the crop of graduates from Government Scholarships.In the eighties PNB had taken over from the Chinamen as 'taiko" at the KLSE.They can pushed GLC counters to inflated prices and keep the inflated prices there for an extended period of time.At times these people will amazed you at the things that they can do.
With these type of people at the helm of GLCs how can these type of financial fiascos happen. Everything happens for a reason.The positioning of political cronies as bosses of these young proffessionals.Then all the on the side wheeling and dealing and the huge losses ended up in the foreign bank accounts of the corrupted.These people sure amazed us on what they can do.For better or worse.
Pengurusan tak cekap. Inilah puncanya. Tak payahlah bayar bonus besar kalau tenat. Kalau dah sakit kenapa nak jalankan universiti. universiti ni tak pernah untung. probably the TNB CEO has to "contribute" a large percentage of his income to UMNO coffers. hence, you will need only an SRP holder to hold CEO positions. anyone better would protest.
