Let us show you a few examples. Perhaps then readers will understand what all the fuss is over the AG Report.
Bizarre overpricing- the National Youth Skills Institute (under the Youth and Sports Ministry) approved the purchase of a car jack that cost RM50 for RM5,700, a digital camera that cost RM2,990 was bought for RM8,254 and RM1,146 was paid for a set of technical pens with a market price of RM160;
Negligence- the Police Air Wing purchased two helicopters worth RM117.75 million, which could not be used, as they did not meet specifications. Another RM15.4mil was spent to train pilots to fly these helicopters.
Incompetence- Customs Department under-utilized its RM290mil information technology system but was planning to spend another RM451.30mil to develop a new one.
These are the findings of the Auditor General’s report a few years ago. If the transgressions were not rectified, we know it means, things have not improved. If matters are left as they are, we can then more or less expect what’s coming. We can expect the same stories about negligence and incompetence because those responsible are laid back about the issues. We have all the reasons to believe that the report for 2011, next year, will reveal the same story about misappropriation of funds, bizarre overpricing, projects not completed. These are indicators of negligence, incompetence and regretfully said- of officious arrogance.
The 2010 Auditor General's Report is precisely that- voluminous and horrifying mentions about more or less the same findings contained in reports of preceding years. What does that say? It says loud and clear, the same transgressions committed were not rectified or even allowed to continue. It means the same wrongdoings are allowed to be perpetrated because the enabling circumstances and possibly the same perpetrators were allowed to persist. It further shows those responsible to ensure the transgressions are not repeated have been incompetent and negligent in carrying remedial actions.
The same people who did all the transgressions are still in commanding positions; they will have the opportunity to improve upon their incompetence by doing more damage. The Chief Secretary’s village fool response by way of saying he is not worried and that the problem has been dealt with because he has sent circulars asking officials to exercise more discipline is a negligent expression and ensuing act of gross callousness. I am afraid, the public isn’t that forgiving.
We don’t want circulars- we want those transgressors punished or even sacked. Ask them to publicly explain what happened to those overspendings? Let’s ask the chairman of Giatmara for example, where is the shop that sells the heavy duty blender for 4 times the market price. Let’s make it the 1 Malaysia shop for heavy duty blenders. Maybe even give them soft loan from EPF. Let us Mydin the shop.
Yet we want to extend the services of such a fellow. Let’s elect Allred E Newman for Chief Secretary then. Then, we are assured the same transgressions repeated, will be met with the same incredulous response of what me worry!
The answer is also, we don’t have to suffer the incompetence of those entrusted to manage public money. If they don’t manage properly and because it’s our money they are managing, they deserve to be publicly assailed. This isn’t about being perplexed as to why the opposition should bicker about the report. If you do, then we shall have to explain to you in as simple terms as possible.
This is beyond opposition. This is about, the mismanagement of our money which deserves being treated as a cause of concern for possible fraud and deception.
The short answer to the question then as to why the opposition gets irked by the audit report as do all right thinking Malaysians is the money being treated isn’t the property of the transgressors. That being so, the administration of the money and the application of the funds thereof, must be done with utmost care. It’s not your father’s money. That is the short answer.
The long answer is, Malaysians are fed up of the deception and misappropriation of funds.
For the year 2010, the government approved a budget of RM 149 billion for operating expenditure. This wasn’t enough and the government had to increase the opex to 151 billion. The report said 9 ministries over spent. Here is where all of us should be concerned. This is taxpayers money being spent on opex. The 2 billion could have been spent of capex capital expenditure which builds capacity to create more wealth.
Now, Malaysians are equally outraged by the revelations of the 2010 Auditor-General Reports on the continuing financial scandals, hanky-panky and gross financial negligence in government. We are horrified to learn for example, the National Sports Institute acquired 23 horses totalling RM5.66 million without a Financial Ministry go-ahead with none of the horses competed in two recommended international championships; we have the case of the RM142 million RazakSAT malfunctioning barely a year after being commissioned; wait, we have more- The Malaysian Marine Parks Department spent a whopping RM56,350 for a pair of night vision Marine binoculars, 29 times more than its market value of RM1,940; and paid the same amount for another pair of night vision Bushnell binoculars, or 1,893 per cent more than its actual price of RM2,827.
We are once again appalled at the incompetence of front line workers incapable of appreciating the importance of proper placement of decimal points and making accounting mistakes that resulted in wasteful overspending. These should not have happened if there are efficient and proper internal audit systems. As the result of a laid back attitude, we are told of stories where a pensioner received RM21, 433 a month instead of RM214.33 for 16 months!. The mistake was detected after more than a year. The officer who finally detected the mistake should be a given a merit order.
We are also dismayed of hearing Giatmara Centre mistakenly paying RM170 per kg instead of RM1.70 per kg for sugar for a poverty eradication programme or RM25, 500 for 150 kg of sugar! This must be a special kind of sugar.
What about the village-fool response that I mentioned above? In his response to the 2010 Auditor-General’s Reports, the Chief Secretary to the Government Tan Sri Sidek Hassan has repeated his annual reaction and call to all departments and agencies to take heed of the Auditor-General’s comments and views. Which goes to show, that what I said about the same mistakes being repeated did take place, otherwise, he wouldn’t have to repeat his annual reaction would he?
No wonder then, there was this need to delay the submission of the 2010 Auditor-General’s Report to ensure that it would not completely overshadow Najib’s 2012 Budget. Otherwise, the Finance Minister’s charitable overtures would be overshadowed and overwhelmed by the over 1,300 pages of exposes of financial irregularities, hanky-panky as well as misappropriation of public funds in the first full year of PM Najib’s premiership.
All right thinking Malaysians are waiting for the Finance Minister or the Chief Secretary to explain the delay in submitting the 2010 Auditor-General Reports until after the end of the parliamentary debate on the 2012 Budget. If the Report was enclosed alongside the budget documents, the AG Report would have been the foremost parliamentary issue.

The inertia to act against the perpetrators right from day one has emboldened these people. It really boils down to poor governance, mediocrity and pampering to this fixed deposit vote bank. It will be next to impossible to change things without a change of leadership where good governance based on first principles are put in place. We need to overcome our mental, racial, and all other insecurities we may have in order to do the right thing.

Why put the blame on KSN and the other civil servants only? Yes they may be responsible for the wrongdoings but the ACCOUNTABILITY lies in the respective ministers.

ReplyDeleteAren't there standard procedures set for purchases and payments? Wouldn't the invoices gone through a series of checks before payments are made? How the heck can RM25,500 be paid if the invoices had passed through a few hands before a cheque is prepared? Don't the signatories view the invoice before signing especially as it involves a large sum? The whole issue reeks of high level corruption involving the whole department rather than a mistake with decimals.
The Chief Secretary should take responsibilities and step down as his instructions have not been heeded.
Surprised I am not at the many who accuse you of pettiness to your earlier articles. Either many of them are similarly engaged in money making or they are too loyal to their party to see wrong from right.

Sidek practically knows nothing except apple polishing his higher up. He talks so much that made all ksus doing the same thing as his i.e apple polishing. He was saying that the promotion board for public service which is chaired by him will not only promote officers to a higher grade but will also punished them when they didnt performed. That was his earlier statement as Chief Secretary to the government. He made that stupid statement to prove that he knew nothing but berlagak tahu semua. There is the different between promotion and disciplinary board although he chaired both functions.

The supplier gives his price for the product and then you as the person given the authority to purchase the item just add a "Zero" to the cost. It is that simpple.

ReplyDeleteIt is plain from the comments of your many readers that they are fed-up and angry at the perennial mismanagement of public funds. The questions we must deal with are: why does this occur with impunity? Why are the culprits not punished? Can anything be done to rectify the situation?
First, let it be said that this overspending and stealing of public funds can be solved, and quite easily, too. Penang, like other states, were no different when it came to blowing budgets and buying things at 3-5 times market value. But since 2008, the PR government has put a stop to it by the simple expedient of procuring goods and services through open, public tenders. Everyone can bid, and the winners and the contract price are then published. It was that simple. And Penang has since converted annual deficits into surpluses. Speak with Penangites, and they will tell you how proud they are of their government.
Now, why can’t this be replicated in non-PR governed states, and in the federal civil service? This is what we need to analyze if we are to find the solutions.
The purchase of goods and services way above market value occurs through the active collusion between those in government who has the power to procure (senior officers), and it involves the cooperation of private sector suppliers. I suspect, that in many instances it is the merchants that initiate the dirty deals.
This is how it works. A public servant will alert his merchant “kaki” that the government wants to buy X quantity at Y price. A “tender” is then called, but because most goods are not commodities (exactly alike), it is possible for the officer to award the tender not to the lowest bid, citing “unique features” of products offered by the “kaki”. The tender is then warded. After the award, the “kaki” offers some additional features (call this a variation order, VO) that is supposed to “improve” performance, but the price is now bumped up a lot. That’s how such deals are done. There are also instances in which the goods supplied are below specifications or standards, so resulting in increased profits to be shared by the colluding parties. Good examples of this are the substandard government buildings where roofs and ceilings collapsed – hospitals, army camps, government offices in Putrajaya and such.
Why has the government and cabinet ministers done nothing to those thieving bureaucrats? The plain answer is that they themselves are not clean, so they cannot preach what they don’t practice, and the civil servants take advantage of this weakness. A senior Forestry Department officer was once asked why they did not stop forestry enforcement staff from colluding with timber loggers who steal timber from government forests, and stop them from falsely declaring high value timber as low value timber to escape paying the higher timber duties levied on them? He said when he spoke about this to his enforcement staff (who were on the take from timber loggers to close one eye), they replied: Tuan, kita makan sikit-sikit sahaja; MB dan Ahli-ahli Exco makan banyak. So this senior officer could do nothing to them. If we want to put a stop to all this abuse of public funds let’s start at the very top – the Cabinet ministers, the MBs and the powerful BN (especially, UMNO) party warlords. Penang has shown us the way forward. If this BN government is unwilling or unable to change, let the citizens change the government.

ReplyDeleteIn fact, they have magnified the general perception that the Umno government systematically cheats and scams the rakyat every year to enrich its own warlords and napoleons.
Those fixed deposit voters - the civil servants, teachers, ex-servicemen, and farmers - who will be benefiting from the budget at the expense of the private sector and the future of our national cash-flow will now have to answer for themselves whether they could have gotten more if such thievery in their midst had been arrested.
How will they show their faces even when they can show their hands to receive the handouts? What face will that teacher wear when she receives her new salary scale and increment after saying she hoped the raise didn't mean more work?
And the private sector which has been paying the taxes that fund government procurements will now think twice whether they should be so conscientious about paying taxes to a government good only for spinning, fumbling, stealing and racist manipulations.
Najib's mat salleh imaging man is going to have his hands full. How is he going to make the PM look good when everything is so kucar-kacir? Borrow Hermione's magic wand? Pad on SK-II essence? Botox Najib's administration?
Upfront the rakyat are told in no uncertain terms we are going to be a high-income economy; self-syioking terms like transformation, caring government, 1Malaysia and Pemandu acronyms pop up like bubbles to create the aura of progress. But in the background they are ripping off the very rakyat who have been promised a better tomorrow under the Umno yolk.
From business-proxies in the GLCs to ruinous markups in non-tender procurements, Umno has been lying and stealing from the rakyat of Malaysia and weakening all sectors of our economy.
In the past, the government had internal checks and balances. There were laws and regulations. They were applied consistently and without fear, favour or racial lens. Today, as has been happening since Mahathir started his double-faced regime, all that has been bastardized.
In the descended tradition of pirates from Sulawesi, anything goes so long as the status quo favoring the incumbents remains, and people who hold power, and position, are above the law which is meant only to keep in check the rakyat to be cowered by religion so that the same scams and schemes can continue into their next generations.
How else, for instance, can you explain why Mahathir can be teflonized but Prof Bari shall only have to be satisfied with a bullet in his mail? Before His Eyes, who is the better man?
Answer us how His Standards of Ethics can be safeguarded when the principles of justice have been conveniently sacrificed for political expediency and personal greed if not glory, leaving only hypocrisy and the munafiqation of our Malays as indisputable results for the whole world to see.

Meanwhile, ask yourselves if your dessicated tongues can still form words to explain why your EPF is allowed to be the national bailout moneylender?
In giving out those gargantuan loans without government guarantee of repayment and away from the eyes of all its shareholders - namely Malaysia truly asia's suckers - is Umno saying it has found some secret mumbo-jumbo to avert financial collapse of the rakyats' only retirement money?
If those loans default, will the government be printing more money at its plant in Shah Alam to make up for the regrettable shortfall, or in support of green movements to use less timber to make paper, will it ask retirees to kick their buckets faster?
Shall the rakyat of Malaysia conclude that the Umno government's real attitude towards the rakyat can be personified in one simple word?

It's rtm1 news, a channel you would normally avoid like the plague, except when you want to see how the newscasters try their best to hold their grins.
The screen shows the Naza kid at a press conference on the KL financial hub. Suddenly it hits you. That's supposed to be a RM25 Billion property-play project. How is it that Naza of AP infamy gets carte blanche control over it? Which day was it the tender ad had come out? Why is this project given special ten-year tax relief, including the same privilege to the tenants who are being courted from the oil-rich middle-east?
And where are they going to find the english-speaking savvies needed to helm the industries there who will need to interact with others in the global financial markets, key-stroke Bloomberg terminals, power-point strategic value analysis? From Pagoh, Bagan Latuk, Sembrong and Jerlun, perhaps?

ReplyDeleteIs that how we are going to achieve our high income economy? By jacking up economic numbers to aggregate to some total even when ninety percent of the rakyat wonder why they're still feeling the pinch of inflation and stationary wages? Could it be the type of sugar in the cake?
Always remember this - when the Umno government first announced the RM50 Billion MRT project, it said 90 percent would be private sector funded, and 10 percent government. Now it looks like 100 percent government and subsidized with your money and by compulsory acquisition of choice land in the mould of the Matrade building, another crony project.
Such is how big things start in this country, never to be well-finished except with the money invested to be routed to fatten bank accounts of faceless beings who send their children to the best international schools, obviously too good for yours.
This is the situation now. Before they will answer for it. Now they in your face just do it and walk away. Has Umno changed? Be my guest with your answer.
Which is why the official excuses for the AuG scams is that the staff didn't know how to do and that is why next year they must do survey of prices before they buy.

No wonder there are so many new bumiputera millionaires around town driving Porsches, Ferraris, Bentleys, Mercedeses and BMWs and spending their time in 5 star hotel cigar lounges.

This was exactly the justification by PM Najib when he explained the higher cost of our Scorpene submarines (truly unsinkable!) compared to those purchased by India. We were made to understand that there were special features included in our Scorpenes which, by inference, are not found in those owned by the Indians. This is another way of saying that for all India's superior achievements in science and technology, history, civilisation, and lastly, in bluewater security context, a greater expanse of water to patrol, the mighty Indian navy's bigshots couldn't see the need to equip their warships with at least the equivalent of what a third-rate navy like ours own. How condescending, and so the pillage continues.

And the f***ed-up people in the government are still happily strutting around without any shame nor conscience. When will we Malaysians ever have a chance of nabbing these f***ed-up corrupt politicians, their greedy families and cronies and hang them by their b***s?
Kicking the present f***ed-up and corrupt government out of office is not enough. We have to make each and every of these corrupt politicians and government officials to cough back out their ill-gotten wealth before we string them up high. They have committed untold crimes against us Malaysians and they must not be get off scott free. Average Malaysians who are struggling daily to earn a decent living to put food on the table and to provide for their family's needs must have justice served against the f***ed-up corrupt government official for making their lives difficult.
I do wish that we have the justice system in China whereby swift justice is served on the corrupt government official via a single bullet. Cheap and efficient justice. But unfortunately, we then also have to shoot the entire judiciary, AG, MACC and the top honchos in PDRM.

2) Negligent - there is no negligent as such, it is willfully done.
3) Incompetence - they are in fact very intelligent because they know how to do it and further to know that there will be "NFA" action against them. Can live happily ever thereafter.
