Pledges and Promises of NEM-3


I wrote about instilling confidence being the sine qua non of having this new economic plan. Managing this economy is not just about having elegant and elaborate plans. Even when talking about economic plans, doing so at macro level and broad brushing does not mean, they are accomplishable at the micro level. We haven't seen it done at the micro level. Its implementation will be done by the same people schooled in the old ways. That's the worrying part for the PM.
But more than all that, it's also about telling the people a compelling story persuading and influencing people, especially about their future. To tell a compelling story, you need to have credibility and natural inclination towards principles. Such as the rule of law.
There must be a system in which the best among us, want to contribute and his contribution appreciated in a becoming manner. That's how your release hidden talent in the first place. You abandon the old ways; you must put in place a system. What basic system? Invariably and unavoidably a system that makes hard work and good education rewarding. This system recognizes that because people are made of different talents and temperaments, which make uniformity something undemocratic. No one will find a system that rewards people on the basis of who they are without much more, as inspiring confidence. You will find people cutting corners shouting this and that as of right. You make people who fought hard, word hard, studied hard lose morale.
Let me repeat once more something which I have always believed- a right is something you fought for, struggled for and earned by qualifying yourself. How do you qualify yourself? By getting good education, skill sets, hard work. These must be rewarded.
As I have written long time ago, I find a system that legislates rights and rewards without inducing the recipient to reciprocate by hard work and education is very debasing. Unless you are an invalid, an infirmed, the aged and old, these are the people who are entitled to the safety net the PM is talking about. But able bodied people?
One of the ways I mentioned was about the determination to replace the status quo ex ante with a system accessible and fair to all. The judiciary and the law implementing agencies, the police must be sterilized and free from the perception of being corruptible. Controversial judges and police must be let off. It's not only public confidence that is affected; the morale of those in the respective vocations is also affected.
The PM mentioned zero tolerance to corruption. Much more than just stating it as a pledge, people want to see action.
Take action against the blatantly visible financial scandals, the RM 12 billion PKFZ scandal which caused those who championed its exposure in MCA to lose. As an aside, can we infer  the rejection of MCA members to come to terms that in fact, many of its MCA leaders were involved in the RM 12 billion- scandal, that financial corruption, wheeling and dealing are part of the MCA cultural psyche? That because of this, MCA members don't find anything wrong or strange in electing leaders who have done wrong? That any form of corruption, elbow greasing are all part of MCA culture and habit? It would then be impossible for any MCA man, however righteous and upright to challenge the in-built corrupting culture of MCA Chinese?
Let's just say it- a corrupt culture supports a corrupt leadership.

Make the pledge of zero tolerance on corruption a visible manifestation. To show Malaysians and the world, that he is serious about zerorizing corruption, order investigation on the following:-


  • Explain to the public how and why Bank Negara lost RM 30 billion engaging in foreign exchange hedging. Since the person connected with that losses recently gained notoriety because his POLSEC was caught red handed with millions in cash, he can't escape being spluttered with the mud. His position in a cabinet of a PM who says there must be zero tolerance of corruption cannot be tenable.


  • Investigate and explain the more than USD800 million losses incurred by PERWAJA under the stewardship of Eric Chia.


  • Explain the rationale of using RM10 billion EPF money for Valuecap Sdn Bhd to mop up shares in the share market. This becomes pertinent as EPF has also come into the limelight when the PM says, EPF money will be used to invest in the economy. We don't want a repeat of a Valuecap job.


  • Investigate the RM 700 million losses in Bank Islam. How can a bank built on moral and religious sanctions and whose operations also come under the purview of Islamic scholars, bank incur losses? Was it due to mismanagement? If it was, let it be explained to the people.


  • Explain to us in full how has the oil royalty received by Terengganu totalling more than RM 7 billion been applied? Where has the money actually gone to?


  • Please explain how we can justify using RM 500 million for the Philharmonic Orchestra over a period of 10 years? Why are we sustaining this elite pastime with PETRONAS's money? Once in a while inviting SM Salim or Siti NUrhaliza to sing cannot hide the astronomical sums paid out.


  • The government has spent a total of RM3.2 billion in teaching Maths and Science in English over the past five years. Out of the amount, the government paid RM2.21 billion for the purchase of information and computer technology (ICT) equipments which it is unable to give a breakdown.


  • The government must come clean about the "commission' paid for purchase of jets and submarines to two private companies Perimekar Sdn Bhd and IMT Defence Sdn Bhd amounted to RM910 million. The current defence Minister says no commission were paid by the government. He may be technically correct, but that doesn't excuse him from having to tell us of the circumstances enabling people to get RM 500 million for being procuring agents. He would have to tell the public fast as more revelations will come out in the open, when partners to the RM500 million-windfall will be going to courts accusing each other of reneging on their promises. The government can't explain away the channelling of huge amounts of money in such cavalier fashion.


  • Explain to the public why RM300 million was paid as compensation to Gerbang Perdana when it didn't complete the RM1.1 billion "Crooked Scenic Half-Bridge". Samy velu was adamant and insistent the government wouldn't pay even a smaller amount but ended paying anyway. Explain further the RM1.3 billion that now appears to be wasted building the white elephant Customs, Immigration and Quarantine (CIQ) facilities on cancellation of the Malaysia-Singapore scenic bridge
We can go on and on listing down what can only be described as the government's irresolute handling of these financial scandals and easily demonstrate that the pledge to have zero level on corruption and shadowy practices is just a PR exercise.
In order to show seriousness, the PM must ensure his resolve is seen. Start by bringing to book the people involved in the RM12bilion PKFZ scandal and bring to book any former chief minister or ministers who can't explain their sudden Croesus- like accumulation of wealth.

    Most of us would still be cynical if as you suggest PM should order carrying out the investigations as you listed.

    Instead he should do nothing of those sorts but that he dismantles and removing every and all Government & political control setting course for true order of rule of the Law and allowing the establishing of a truly independendent and free 1) Press, 2) judiciary 3) MACC 4) Police.

    But knowing him, yes indeed, he would soon be giving those orders for ALL such investigations BUT he would ensure that NONE of the results shall be reported except ONLY to him and NONE of the outcomes shall affect him or this Government....

    If DS Najib were to do all that you have listed down to show proof of Zero tolerance towards corruption;

    That would tantamount to Declaring War Against Tun Dr Mahathir (just to remind you that he is still alive!).

    Tun would give DS Najib the same dose of medicine that he gave to Pak Lah......

    But if he were to do that after Hmmm....

    Agreed of what u said " A corrupt culture supports a corrupt leadership". This was happening since human civilisation , old, classic and modern day. Only approach and the means was differents.

    Corruption stems from a mixture of authority, low integrity and lack of tranparency and accountability.

    . need of bureaucracy reform - focussed on improving integrity and accountability - a time consuming it is related to behaviour.

    . need a very high political will.
    . every program, project neded a regular audit and assesment.

    There is a general misconception that all successful Malays must be grateful to UMNO for the 'handout' and privileges that have made them into what they are.
    A Malay's success is Malays attributed to the NEP.
    This is wrong and an insult to Malays.
    Many Malays worked and struggled to be where they are today.
    Yes, there are parasites too which form the majority.

    Saya setuju pendapat Red Alfa. Saya Melayu S'pura dan sayang Malaysia. Sedara pun banyak disana.
    PM Najib awak2 tu ada wibawa & carried himself well.
    Tapi semuanya mesti telus & upfront. PM Najib ni MANUSIA mesti ada kesalahan (terbabit atau terkena tempias2 yg dok keliling dia). Sedangkan Nabi Allah Musa A.S bunuh org (walaupun accidently - he tetap did it). Saidina Umar R.A tanam anaknya hidup2 (b4 being Muslim). Ini semua ikhtibar dlm Al-Quran dan sejarah Islam, ambil contohlah. Kalau Allah Maha Mengampun kenapa kita2 pulak nak 'act holier than thou'
    Bukan senang tanggung jawab dipundaknya. Kena berdiplomacy internationally. Saya dok perhati PM Najib stand tall (ini literally) bila ada photo taking kat international meetings.
    Kalau ra'ayat redha mesti banyak PM Najib & lieutenant2 yg iklas yg boleh betulkan. Amacam Dato' ada tak org UMNO yg boleh bawak kedepan, munkin Dato' sendiri. Org luar (bukan PAS atau PKR) mesti buat fitnah & andaian tapi ketua2 diorang lagi tainted. Takkan Malaysia tak de org pandai damage control.

    Lagi satu saya betul2 geram, kenapa Datin Rosmah selalu di perkecil2kan. Dia nak berbelanja sakan yg org dok ngumpat peh hal. Bukan Datin tak buat kerja. Sebagai isteri dia involve herself dan bukan ornament PM. Tolong sokong kerja2 baik dia.

    Pasal DSAI - Pada pendapat saya ambil misalan Nabi Yusuf A.S. yg terima ketentuan Allah. Jadi pada Datin Azizah & anak2 walaupun apa takdir yg ditentukan, Allah maha mengadili. Hari ini hari awak.

    When I was in Sarawak 20 over years ago, remind me of an invitation by my lady friend a Sarawakian, quote "come to my house tonite, I cut cock for you" so we took it as a joke.
    So asking PM to do the investigation is just another joke as Najib may be telling you " come to my palace tonite, I will cut cock for you"

    Don't worry you get the answers to your questions. Lets us all of us with rational mind decides in the GE 13 decides and then we can korek all the wrong doings. Let repair, with a responsible Executive, Judiciary and Legislative. Unless Najib do something radical, everything woild status quo.

    A very brave and timely call.

    But, I doubt this or any other UMNO/BN led Govt will have the will power to investigate the suspected corrupt acts you have outlined and many more.

    We have all seen how they WILL NOT prosecute those explicitly named at the RCI on the Judiciary. The PM and AG keep giving pathetic excuses!

    More than that, some of these scandals - submarines, jerplanes, Altantuya case etc. - are likely to fall squarely on PM (and ex-Defence Minister) Najib's own doorsteps. Much of the suspected kickbacks and bribes may end up being traced back to the coffers of local political parties.

    So, brave is the PM or leader who will shoot himself in his own foot!!

    No, the answers can only come from a new Govt and administration from which all the current crop of ruling Minsiters and politicians have been completely removed.

  16. Some other financial scandals and possible frauds in the brewing:

    1. $300 million Shah Alam GH. Cost overruns for project still not completed - $200 million!
    2. Kepong Flyover that cracked up to be what it was - $70 million not recovered under warranties from Plc contractor.
    3. KT Gong Badak Stadium Roof collapse - $300 million.

    with all due respect how would "coming clean" on all the past misdeeds help us towards the NEM?

    it would work only if all the culprits are caught,convicted and removed from the system i.e a complete disinfection of the leadership n govt machinery.

    But,the end result could be..we will hv no one left.

    I know someone who was once a young police officer. He was an exemplary civil servant. Professional, dedicated and extremely hardworking. Used to work forty eight hours without rest trying to solve cases. He never had much when he was young, yet he could on his own realize what is important in life, did his best to instil that in those he care for, and he held firmly to good principles.'

    A: 'Hmmm.. he attached kah, Tun?'

    B: 'Haha. Let me continue. Ok, let me oblige you a little first. A handsome man, he cut quite a dashing figure when he was young. He's quite old now, and thin. The other day he fell down again.

    Now, where was i? Oh, he has had some rough patches. One evening a robber hiding in the dark narrowly missed him with some shots. And while he could be stern, he has such a good heart in him that he never had to use harsh tactics on hardcore criminals. In fact he rehabilitated quite a number by just counseling them to turn over a new leaf and they have returned to society as mended family men. He's like that.

    After a long and hard career, he retired from service. The country gave him a small pension, hardly enough today. He lives sparsely in a small house, and has been on a tour only once in his entire life. The only blessing? a good family but the members are similarly not doing too well.

    What did he get for an entire life of dedication to society and country? Thirty eight commendation letters from his superiors and a King's award.'

    A: 'That's sad, Tun.'

    B: 'Ah, now for the best part. He could have changed his entire life when young because there was a, how shall i call it, a moment of decision which decides what a man is or is not. And he made the right decision. But if you look at what happened to him and his family in the end, many people who are having the whale of their time enjoying this and that and being free of financial and other worries would think he was silly. But i don't. And his family doesn't.'

    A: 'Now i am curious, Tun. What decision did he make?'

    B: 'One night, as he was on his rounds alone, he caught some suspicious characters in a car parked by a roadside somewhere remote. Shocked, they opened their boot on his command. There was a huge pile of money in it. Certainly it was illegal stuff. Now, those guys wanted to escape so they offered the whole pile to him. They asked him to keep it but let them go.'

    A: 'Ooo. What happened then, Tun?'

    B: 'He hauled them and the loot to the police station.'

    A: 'Ah, now i understand. What an upright and honest man, Sir! He didn't benefit one sen when he could, with none the wiser if he had. We can't say the same for too many of those high-level politicians and civil servants around us these days, can we?'

    B: 'He's a good man, Sofea, and no, we can't. That's why people like Najib have to realize that the rakyat have their own standards of incorruptibility, honesty and integrity against all those things which can bend people at moments of decision. Our young police officer came through his and shone with absolutely pure light. He has no regret not going into the dark side of the force, as Yoda would say.'

    A: 'Who IS he, Sir?'

    B: 'My father.'

    A: 'He brings back intelligence and honour to his party, no?'

    B: 'Well, as the chinese would say, in crisis is opportunity. You know, Sofea, there is a global crisis today. It presents yet again an opportunity for any government to seize it to make real changes. Real, deep and genuine transformations, not cosmetic rehashes, reduxes, redubs.'

    A: 'Najib has started with 1Malaysia for society, now NEM for economy. I think he needs to quickly show that he is aware what the rakyat have concluded about both, Tun.'

    B: 'And what is that, Sofea?'

    A: 'The rakyat are saying the roots of the problems lie in the challenges for political and government transformations. Get those right first, and the economic transformation that is NEM will more smoothly follow. Ignore those roots, and it will be a repeat of all the evils we have been seeing.'

    B: 'Indeed, Sofea. And that's why the chief jedi knight here is right. He has seen through to the core issues. But there are many sith warlords still around. They see themselves as right, as protecting their race and party, but what they will never admit is that they are only protecting themselves and their own interests.'

    A: 'Well, they better wise up fast because the rakyat will say it's not 1Malaysia but 1Malay, and NEM is but another 1Scam. The list of financial scandals under Umno's watch has been horrendous, to say the least. And it's still going on.

    It's not only financial matters. I understand there is some suggestion that a new warrior's monument be built in Putrajaya because the Tugu Pahlawan we are having has "human faces". If this is true, i cannot understand why it is now that the reason has to surface.'

    B: 'Sofea, if Umno doesn't wake up and if Najib doesn't move hard and fast, the rakyat will take his 1Malaysia and NEM as another echo from BCA.'

    A: 'Bersih Cekap Amanah?'

    B: 'You got it, dear girl. We know what happened to that one, don't we? Look at the list and tell me that Umno BCA slogan isn't an insult to Malay dignity, integrity and sensibility. That slogan insults the national language too.'

    A: 'Hmmm, i wanted to ask you this for sometime, Tun. Are you a Malay or a Malaysian first?'

    B: 'If you can tell me how sports can be made mandatory next year for all schoolchildren when their schools don't even have fields and facilities and their teachers want them to do their exercises covered up from head to toe, then i can answer your question candidly, Sofea.'

    A: 'You are so the cunning linguist, Tun!'

    B: 'At least i am not stupid to open my mouth without checking first.'

    Would you leave you daughters in the care of a serial rapist or should banks or security companies carrying money to ATMs have ex-robbers as tellers or guards. That's akin to leaving the musang in the hen house, however well trusted it's nature will take over. Irrespective of race or religion, thieves should be behind bars, not in Govt. office. You want to fight corruption easy, make it a hanging offence for all those involved in corruption, You hang a few hundred the rest will stop.

    I applaud your writing on this article especially when you are still committed to the struggle of UMNO (I presume). Brave and bold move.

    While people are talking about reviewing the past, I think it is equally important to focus of the people he will entrust to execute NEM plans especially when it involved public fund e.g. using EPF fund for oversea investment.

    PM must demonstrate and convince the public that these people will be liable of any losses either money or major delays regardless whether he/she is in the office or already out in retirement. More too often this losses or mismanagement can only be discovered at later stage after new management has taken over yet these people live high in the society. These people if proven should never light of the day because of their past misdeed.

    Time for clear accountability and responsibility is order of the day or else the public will always be skeptical of PM true intentions. PM must walk the talk

    Why accuse, accuse, deny, deny? Just show the documents and let Malaysians see for themselves how their tax money is being spent. Malaysians are not as stupid as you may think they are. They can read and understand the implications of what is going on. And the bottom line is all their tax money is being wrongly spent...

    It just shows that UMNO/BN Leaders & their Establishment are "Beyond Redemption" as they themselves have Self Inflicted their Self Destruction....

    Further their "Orbs/Juglars" are now SQUEEZED by Bigger Powers who had collected & kept those "Spilled Silver Bullets (Closet Skeletons!)"....

    The only way now is to give them more Rope to Hang themselves towards their Demise...

    We just concentrate on the "Ballot Boxes" to ensure "Truth & Justice" will prevail thereafter...

    Najib is wasting his time about this high-income concept. He will never achieve it.

    Never mind about high-income. Malaysia still has to import rice from a non-Muslim countries.

    Pakistan another Muslim country cannot feed its own but has to import. Why?

    First try to feed your own before jumping to high-income.
