Looking out for the New Economic Model.

Like the lady in the burger commercial, I am also asking 'where's the beef?' Thus far, I have seen nothing analytical about the NEM to be announced in 2 stages. No leader from this administration has given an extended account beyond reassuring that Malays will not be marginalized.
Ibrahim Ali said that as much when he stated that the Malays have been marginalized. These plans in the end become nothing more than grandiose and elaborate sting operations to enrich a small group of Malaysians. Or perhaps it's better to call them comprador Malaysians comprising of Malays, Chinese and Indian Malaysians working together to fleece the country.
What are the mechanisms to place Malaysia on a fast track to a high income economy? One that will see a per capita GDP of USD15, 000? Will the flag bearers for the new economic battle-cry be the GLCs- most of which failed to deliver the results? Will  they be some other complex economic outfits? The previous administration had these various economic corridors which were supposed to open doors for economic boom. We haven't seen the boom yet other than hearing some people made tons of money because now they had reasons and excuses to justify allotting public money into some ventures.
Look at the Corridors? They are starting to appear as nothing much other than just another excuse of skimming the milk. Money that could have gone direct to economic actors is forced to filter through some organisations, allowing in the end, a smaller amount to pass through. You know- the same effect a few years back when UMNO backed construction conglomerates announcing they made 250 million in year X. Well, they should have made 350 million had what was actually direct government transfer money  did not have to go through filtration and therefore pinching by a layer of dubious construction companies. The 'profit' was actually just transfer money the government wanted to hand over the Bumiputera construction conglomerate to allow it to proclaim a Bumiputera economic success.
One recent tender exercise by ECER to build a RM250 million water supply facility in Panching Kuantan virtually excluded the Malay contractors from Pahang. The ECER tender outfit demanded a list of criteria and prequalification that actually reserved the tender participation to public listed companies which are already controlled by the Chinese Hongs with Malay window-dressers as chairmen or something. Economic Corridors? Just another grand name for a con job fleecing the country by proponents of neoNEP.

  1. Agreed! From the HR perspective, vis-a-vis 'The Corridor or MSC priviledges has yet to deliver after more then 10years being established. Dato B ex-CEO HP is doing good job, but he needs to be more aggressive, more pragmatic in approach. Much have been lauded on importance of talent retention/brain drain which is the crux of country's growth engine. The government is not doing enough because Malaysia is the less preferred country for investors to invest huge BPO business. How can HR practitioners like us help retain these critical talents? Where and who do we talk to for help?

  2. Agreed! On a separate note, as HR practitioner, we are frustrated lack of govt intervention and support to help retain & build critical talents for country's growth. The MSC has done some good job, but needs to be more aggressive vis-a-vis in building a strategic human capital model for globalization, sound talent mgt and high performance. Consultants like McKinsay, Accenture etc have been engaged but results are not significant. Implementation is weak thus wasting billions of funds/grants. Malaysia is seen as the less preferred country for offshoring due to escalating salary cost and attrition.I suggest the Ministry of Human Resources & Education should start an interactive dialogue with season HR practitioners like us before they employ expensive overseas consultants which has failed to produce significant results. Funds for training should be made transparent to training vendors and not centralized to just few vendors.

Why does the SC allow this to happen?

  4. Salam Dato Sak,
I would like to use your words
"These plans in the end become nothing more than grandiose and elaborate sting operations to enrich a small group of Malaysians. Or perhaps it's better to call them comprador Malaysians comprising of Malays, Chinese and Indian Malaysians working together to fleece the country."
Dato this is the actual situation that started after May13; as I see it,our past PM's 1,2&3 meant to formulate policies that wanted to eradicate poverty across tne board; but the implementors; the civil service; conniving with (the old term was) "Ali Baba's" & now the "comprador Malaysians" hijacked those policies to benefit them and their cronies. From PM's 4,5&6 this cronism is flourishing with their blessings and has become NORM of the day.
    Just my 2 cents worth.
    M.A.
p/s Dato, is there typo error in your article heading

  7. anon 10:28 21 march 2010,

Don't go straight to the point, that PM 4,5 & 6 is useless. PM 4 already pave the way for all his cronies untuk bunuh semua non-politician regardless of their supporting party.

In this country, only politician and their cronies are right, yang lain all wrong.

1st, 2nd and 3rd PM work for the rakyat with 1 motto, BERSIH CEKAP dan AMANAH. The rest working for their cronies, be it UMNO, MCA, MIC, PAS, DAP etc etc... latest is PKR. It all to bullshit rakyat, they are making money.

The only thing right now is to let the 6th PM give his speech on his new programme, we'll see how clever this guy. Or how good is the consultant behind his agenda create this programme.I heard it was jew, as announce by Anwar.
    Perhap... just wait and see

    ...adioss...

  8. Dato'

Perhaps you may be able to Enlighten us on the issue of "Middle Income" population and DS Najib's plans to make us all of "Higher Income" level...

Firstly, the DEFINITION of MIDDLE INCOME. How many PERCENT of the Population is on MIDDLE INCOME?

I have this lingering doubt that the Percentage is quite small with most mainly concentrated in the cities.

Having defined "Middle Income", are we at the risk of only paying attention to this minority in upgrading them into "Higher Income"?...

What happens to the rest (? Percent) who are not of Middle or Higher Income?

  9. Anybody wonder why the Real Property Gains Tax (RPGT) was repelled for several years and only re-enforced this year?
Well, the opening up of the Iskandar Corridor in Johor had given exclusive lucrative opportunities to those insiders linked to UEM and other GLC's in respect of land deals, buying dirt cheap when the land schemes were first lauched and selling them at exorbitant prices the very next moment. Without the RPGT, every single sen can be pocketed.
Once these deals were done, the RGPT was re-introduced.
Simple? Yes, if the government of the day was actively in connivance.

  10. Dato' Sak,

It is merely style and rebranding. The leaders market the idea and reengineer the idea. The Rakyat will decide to buy or not to buy. The rakyat wiil buy if it is give them the satisfaction.Otherwise wait the PRU 13, U get the verdict. The leader is changing and the Rakyat still there, rich and poor or poorest. I dont know what happen tomorrow because it was mystery.

    TQ from Bentayan.

  11. Dear Dato',

I am totally in sync with your views on "Looking out for the New Economic Model"

Just how do we expect to sell ourselves at home & Overseas...

When we cannot even "Maintain" the very fabric of our "Forefather's Dreams & Aspirations" to have our "Multi-Cultural, Multi- Religious, Multi-Language, etc nation to EXIST Peacefully since 1969????

THE SOLUTION IS ALL HERE IN MALAYSIA, ...FOR THE PEOPLE, BY THE PEOPLE...

"OPEN DIALOGUES, BILATERAL AGREEMENTS" WITH "ALL" THE CROSS SECTION OF THIS GREAT NATION'S PEOPLE...NOT A MONOLOGUE & UNILATERAL AGREEMENTS!

Malaysia badly needs “Role Model” established Leaders & Politicians of HONOUR with Calibre, Maturity & Tolerance without Fear or Favour on both sides of the Political divide & NOT Political OPPORTUNISTS, Recycled Poiticians etc...

Further this nation DESPERATELY needs Intelligent, Time Proven Pragmatic Successful modelled, Financial, Economic, Politiical & Social “SOLUTIONS” NOW on BOTH sides of the Political Divide.

THERE MUST BE A POLITICAL WILL FROM POLITICAL LEADERS, POWERS THAT BE, THEIR ORGANISATIONS, the Nations MAIN Institutional Pillars of JUSTICE, etc....

Otherwise it is back to "Bapa Borek, Anak Rentik..."

To quote an article from the "Grandson of one of the architects of our nation's history....in MT.

"The Federation Agreement of 1948, which eventually transformed into the Federal Constitution of Malaya, and then later into the Federal Constitution of Malaysia.

Many who speak know nothing about the history and background of the Malayan Union of 1946, the Federation Agreement of 1948, or the Social Contract of 1957.

Yet they comment with rhetoric and emotions not knowing what the issue is, but speak as if they do.

    And herein lies the problem.

Sure, these were agreements made by our forefathers five generations ago.

Sure, how can what was agreed five generations ago be binding to those today who were never part of that agreement and never consented to it?

Sure, no agreement is carved in stone and agreements can always be amended or rescinded. Sure, times change, situations change, and therefore agreements too should change in keeping with the times and changing situations.

But there is one thing we must never forget. Agreements are always bilateral.

It takes two, or more, parties to enter into an agreement. Therefore, any change or amendments to that agreement must also be bilateral.

You can’t unilaterally change or amend an agreement. This means, basically, that all parties to that agreement have to sit down and negotiate the amendments and come to a consensus on what these amendments should be.

A unilateral amendment to any agreement is just not valid.

With that backdrop, read the following two pieces so that, when you start talking about ‘change’, you will at least understand the background to the current situation and will, therefore, be able to argue your case with substance.

You may ask, was that part about me being almost 60 got to do with this piece? Well, being almost 60 means I have lived through Merdeka and, therefore, understand and appreciate the issue better.

Many post-Merdeka (and even post-May 13) Malaysians talk without the benefit of living through that time and, worst or all, without even first researching what happened in the 1940s and 1950s." unquote.

    Cheers.

  12. 250 mil is not a very big job but if they slice it a bit more ,can have 5 or 6 packages worth 30 to 80 mil each..but thats too much work for the ECER professionals >> interfacing issues, more interaction n overheads.
Anyway, awarding to BigCo is supposedly prudent and should get nice KPI ratings for CEO.

Anybody still remember PL n UMNO's call to develop Bumi Supply Chain?Guess its now 1M'sia.

  13. That anonymous guy tries to equate Pakatan with UMNO/BN in the land of cronies. He must be a UMNO guy. Anyway, thats beyond the point. He got me swayed.
Since we have some HR guys on the net, Lets talk about HR related issues. Dato, you were also once upon a time in the govt service, I am sure you know about the job sector that has been monopolized by the foreign workers especially in the estates. Jobs like lorry drivers, excavators and other heavy machines have been given to these foreign workers at minimum salaries. If one were to go to these estates monopolized by state govt agencies (GLC's), one can see that these jobs are taken over by foreign workers. In some estates,
( GLC's) too, Indonesians have been given contract jobs by these estates. Dato, you were an ADUN in Pekan Parlimentary seat, I am sure you must have come across all these scenarios. But if you say you are not aware then the story that you were dropped by Dato Najib because you were only visiting areas close to Kuantan whereby neglecting the remote areas must be true to some extent.
Back to these jobs. Why is the govt
( labour) dept and the Enforcement agencies like PDRM and JPJ closing an eye to whats happening there.I am sure JPJ know that the lorries carrying 'sawit' are driven by foreign workers without valid driving licenses.I don't blame the foreign workers but the owners of these estates and if it's govt owned then MB as chairman should take the blame. They are traitor to the country by selling out cheap labour to foreign workers under lame excuses that local workers are not interested to work there. I would say that UMNO/BN govt is depriving the locals of job opportunities in estates. So how are they going to award contract jobs in building, etc to local malay contractors. At the end of the day blame the non malays.

  14. Look who is talking! Is this for real? Are u implying that your own party members have been in cohorts with non party members in fleecing the country over the years?

    ReplyDelete
  15. if we say that malays generally are less clever than chingkies
there will be lots of professor kangkung who will be up
in arms joining forces against such a claim.

Looking at the way the projects are run, where malay
contractors , especially where the small ones are not part
of the plan , what can we say about the economic advisors.

In short , a bunch of non thinking , disinterested bodohs...

We have to start calling a spade a spade otherwise things
will not change for the better. Melayus in the gomen leadership
have failed to address small business [kontraktor melayus]
participation in big gomen projects simply because of disinterest , they are not in the scheme of things .
or the big guns have been influenced to ignore the small
business that would not benefit them financially.

The retard Ibrahim Ali will say one thing only to end up
as a sleeping partner of chingkie Hong who would undertake
big projects. His past records does not speak good about
his belief values. He is better of considered as a retard
than dishonestly working against small malay business interests.

You have started to express a mental revolution -
calling a spade spade . One does not need to hide in subtleties
when dealing with the civil servants and economic advisors
    whose integrity is dubious..
