Taman Industri Gas, Minyak dan Maritim Tanjung Agas, Pekan.

Over the next 10 years, the sleepy hollow of Tanjung Agas, a small fishing hamlet in Pekan Pahang will emerge as a regional player in the oil and gas industry. This is because a private company will develop a few thousand acres of land belonging to the state into a Taman Industri Gas, Minyak dan Maritime. It will be and oil and gas Industry and maritime park emerging in Pekan.

This project according to reports will create 30,000 jobs and will also create a multitude of spin off effects. We, the Pekan people must thank god and bersyukur. The JKKK and UMNO must do many thanksgiving kenduris and offer our thanks to the Lord. I am certain; the ustazs in UMNO will be going around striking the fear of god in the hearts of the Tanjung Agas people and be told to bersyukur. Yes, they will regurgitate the same verses of the Quran relating to the concept of bersyukur. Been there and done that folks.

So you have the spectacle of the MB, the TPM and the members of the Pahang Royal Family at the launching of this mega project. Anyone can be forgiven if they mistakenly think this is a project by the Pahang Royal Family. That would be something very commendable.

You can also see the photo of that chap handing a bounded document to Tengku Abdul Rahman. But where is the photograph of the PKNP people who is supposed to be 30% owner of this gargantuan project? They are nowhere to be seen. And for good reasons too if they have any sense of honour left.

Well, I will tell you the story. About 3 years ago, 2 gentlemen – one captain Zakaria and one Idrus went up to see the CEO of PKNP, Dato Lias who by the way comes from kampong Pasir Panjang, just a few kilometers fromTanjung Agas. They made a proposal to develop an oil and gas industrial complex with the works that we now see being sung by all the MSM papers.

And as usual you get the same sad story all over again. The proposal was hijacked by other people. The people then sought royal patronage by installing members of the Pahang royalty as patrons or whatever. With the imprimatur of royalty, everything becomes possible. A hijacked business proposal became a respectable business plan.

The sweet of the deal will the land. Land is obtained from the government at probably dirt cheap price. And then the promoters of this gargantuan project will resell the land plots to the investors at highly inflated prices. It's the same strategy used by the promoters of MEC city in Gambang a few years ago. They wanted to develop an electrical and electronic goods hub in Kuantan. The land was obtained at dirt cheap price and then resold with some minor improvements at ransom prices.

This is bloody looting.

Enter this Badarudin and Faisal chappies who had the cunningness of jackals and hyenas scavenging on potential projects. They must have convinced Dato Lias and Tengku Abdul Rahman about the bountiful profitability of such a project. PKNP's role is of course as a respectable rent seeker- whose contribution is in the form of land owned by the government. And probably some dumb asses will get to sit on the board of directors overseeing the whole, property development project. But that's OK, it the project fails to take off, the PM2B can always think of putting up another university there.

We were told that Petronas have only enough oil for the next 2 decades or so..thus its surprising to see the creation of another O&G hub whereas we have ready facilities in Kelantan,Terengganu,Kuantan Port..rationally,as base infrastructure have been developed there,the capex for any increase in capacity would be incremental as compared to a green field development.

    We have more international airports per km2 compared to most countries..so,I guess why not ports too?

    Anyway,my views with regards to hijacked proposals ( your main theme ) is there are always four sides in a triangle.

    An idea needs refinement,polished then fleshed out in detail before one can even term it as a concept.To move from concept to proposal needs tangible inputs,putting the resources in place which as always requires money and connections.

    So,you need to understand at which phase of the process was the proposal hijacked?

    But,how can one protect oneself from being a victim of these corporate pirates?

    1.A lot of foreigners that I deal with insists on nondisclosure agreements before submitting any proposals..which very often I will sign but with proviso of exclusion for public,prior personal and inconclusive information.
    2.Another option is to date and have signed copies of the proposal with a Commissioner of Oaths...if it is a total plagiarism then u will hv some recourse.
    3.Don't sail too close to Somalia..

    I still couldn't believe the KJ wannabes still around. the involvement of the royalties in pahang is well known. for example in temerloh all the ikan patin SME are actually under tengku abdullah. The hyatt kuantan and bla bla bla. At least now if I said daulat Tuanku, i would get something too. he he he,

  5. Well Kuldeep I sudah kena....even our glc steal. Non disclosure agreement only happen at the second stage of your idea, when everyone agrees to proceed. Before that you should consider pre-bid agreement, here everybody’s interest will be put in writing. If the bid is successful, everyone will get what’s been mutually agreed. The followings are some suggestions:

    1. If you don’t have enough financial backing, don’t even dream of submitting any proposal because people with money will move faster than you. Moving fast is of paramount important here.

    2. Get VVIP involvement at the early stage of your idea, they should be the chairman in your company. You have to do some homework here. Make sure they are in the same camp as the people you submitting your proposal to.

    3. Always have a legal advisor with you during any meeting, this will scare them a little.

    4. Make a press statement of your intention to participate in any project, kasi gempaq sikit. The people you submitting your proposal will be less likely to divert your proposal to other party.

    5. Finally, be prepared to spend your life saving on something you not even sure of getting. No, don’t do this, please revert to suggestion No. 1

    Well,they can't very well go out to the press and announce the Tg Agas project when they have not even got the land from the govt?So,they approached LKNP..possibly as a first step ,presumably.

    And how many VVIPs would most ppl in the street be able to approach anyway?

    Press statement meaning, tell it to the world that you have applied for the state land and things are looking good. Jump the gun here a little. Set-up a company with a name like Syarikat Taman Industri Gas, Minyak dan Maritime Sdn Bhd will help too.

    Yes, not everyman in the street knows any vvip but then again..this is not man on the street project. Kena pandai ukur baju di badan sendiri.

    So,how do guys with brilliant ideas move fwd then and anyway how much is a good idea worth?

    Mmmm this is the problem we have here in Malaysia…that’s why we try to piggy ride on MM, KJ or KT. I don’t know which one of these guys that can actually help us and appreciate our ideas. So money is again very important here, it will not be cheap to maintain these guys.

    BTW I'm paying close attention to the ones on Khairy. I had thought it rather odd that *he*, of the three, would be the best choice. But after reading what you have to say; Yes, you may have a few points there. But it's hard to get rid of the bad impression I have... Yes, I'm just as biased and prejudiced as the next guy, I suppose.

  13. FYI...few others tried to get a license for a lowcost airline before Mr Fernandez.Maybe he was the most persuasive and had the courage to buy AirAsia for a dollar?Maybe some DRB Hicom oldtimers may have a story to tell too.

    Bila kita submit proposal..kita upload satu copy to the IDEAS BANK with details where/who we are submitting idea to...and the proposal will be registered tapi content nya locked and we are given password untuk access tapi tak bolih tukar2 lagi...jadi ada rekod lah and kita bolih prove kalau idea kena curi.

    IDEAS BANK also bolih masukkan idea yang kita want public..untuk cari partner,investor..

    Bagaimana dengan idea ini?Ada merit atau hanya impian kosong?
    Sila feed back..kalau ada Tan Sri2 hendak celup..ok juga.

  15. AK47, Why are you so mad? More than 50% of Malaysians voted in BN/UMNO and if this is what we get, then we deserve it. Btw, you had a chance to fight for change in UMNO but what happened? Who would be able to change UMNO? Its like the proverbial saying - who dares to bell the cat?

    Backdoor deals of this nature are not new, its stale news. It has been going on for years. Most of the rakyat know about such going- ons but there is no solid proof of backhanded moves and even if there were any, no one dared to voice it out. Even the loudest barking guardian Lim Kit Siang didn't make any headway in his complaints.

    So why cry wolf now?

    I don't know about you, but I would defintely hold a huge celebration, the day when UMNO and its mistresses - MCA MIC etc dies. And if Pakatan also screws up, we'll look for someone else.

    Just a question - whats an oil and gas cum maritime park? Er duh, I could picture a tanker storage facility but then it will involve the development of pipelines and deep water port?

    Or is it going to house pre-fabricated petroluem refineries? The last time I checked, Petronas does not seem to have any sizable oil wells on the seas bordering the park.

    Wait a minute, I got it, this whole park is going to be built using LEGO right?

  20. From VERY reliable sources, I came to know that this idea/proposal was first submitted to PASDEC about two, three years ago by Zee Zee Offshore Sdn Bhd (Capt. Zee Zee [Zakaria Zainul Abidin] and his partner Idrus). After a few round of discussions/meetings with the MD of PASDEC, both parties came to some sort of mutual agreement to form a company which will have PASDEC and Zee Zee Offshore as partners. At this point due to lack of funds, Zee Zee Offshore invited Mohd Faidzal Ahmad Mahidin and Badaruddin Masodi to outsource financial arrangement for the new company (SPV) which has been registered by that time under the name of Pekan Petrobase Sdn Bhd.
    After more discussions/meetings, PKNP decided that they are the ones that should get involved instead of PASDEC. And more meetings was arranged including two or three presentation to the MB. Finally MB agrees with the proposal and instructed PKNP to take the lead. Problems arises when the negotiations on the breakdown of shares was carried out. Both Faidzal and Badaruddin wanted equal shares same as the owners of Zee Zee Offshore Sdn Bhd.

    Just in case if anybody ask whether I have evidence to back-up my claims; let’s put it this way, it’s for me to know and for you to find out, ok? I don’t want to be responsible if any of you out there are locked up for spreading sedition because in Malaysia anything can happen,eg. the ones who really “derhaka” are branded as “pejuang” but in reality this so called “pejuang” are the actual “penderhaka” assholes. Bottom-line my intention of bringing-up the matter is purely to warn you and your readers to be really on your toes if any of you intend to be involve in this project in whatever capacity better still DO NOT GET INVOLVED!!!.

Lias that was involve in the hijacking, one asshole name Sabri, one woman (definitely not a lady) who is the legal adviser for PKNP and of course those two fucking assholes; Faidzal and Badaruddin and a few others that I can't mention because it might cause nasty things to happen to a few innocent people. Btw, if I'm not mistaken, the two of them (Faidzal & Bad.) were also involve in the Port Klang FTZ scandal.

  23. You mentioned earlier..that the two guys was brought in by the "original ideas guys" because they were stuck and can't raise the financing...so Mr Faidzal and Mr Bad resurrected the project when they succeeded in getting the financing worked out..

    From the papers...Rm 2 billion was raised to fund the infra/initial works..and I guess the equity portion must be at least Rm 150m?

    Offhand..I would say Faidzal n Bad definitely contributed a lot to make the thing happen

    I think that's pretty fair, and the project is huge..billion. I've seen this kind of scenario before especially among Malays jv partners. Instead of getting few millions deposited into your already zero account they wanted more , they want to be instant multi millionaires. Take your first million first then multiply it on your own.

    This Tanjung Agas thing might have different fact and circumstances …forgive me . However now you can see why I emphasize the pre-bid agreement. I bet they didn’t have one.

    After watching it, my thoughts were maybe that's where we went wrong, instead of encouraging nation building by people who are naturally passionate about wanting to do the right thing and whose ideas will help elevate the country at no cost, e.g. Dato Sak and de minimis, we are encouraging rent seekers by literally giving away money to people are only in it for obvious reasons, breeding mediocrity in the process.

  26. the way i understand it...the project was on the back burner cos no funding was available until the 2 guys came along..worked out the necessary and got it running again.

    I wonder wats the equity investment (paid up) by the various parties?and is it all state land or part hv to be acquired?and will it be totally private sector driven without any govt funding or guarantees?

    so..myb its not a real hijack?

I wouldn't say they "resurrected the project" because at that particular stage negotiations were still on going and they were not "stuck" financially because it's not the main concern at that time. Problem is this two goons demanded equal shares for doing nothing at this juncture whereas both Capt and Idrus were the ones that handled the presentations and negotiations (Capt only handled the technical part). Negotiations became stuck when this two goons went behind both Capt and Idrus backs by making "arrangments" with that Dato' and the gang.
    Anyway shit happens so it's nothing new. Ok, I think I better stop now before I start making mistakes that might cause problems for some innocent people. This will be final comments and I really appreciate the replies from all you guys. You all take care.

    If you had read my post correctly, I stated quite clearly that if Pakatan SCREWS up (which means they are corrputed or inept, we would then look for someone else to govern. In other words, we cannot rely on any nor believe any politician whether from BN or PR, we have to remain vigilant! Enough of all this stealing, cheating, land grabbing...this is our country and we should stop all this thieving!

Lagi pun baru-baru ni say berjumpa dengan Capt dan dia kata "biarlah ALLAH saja yang memberi pembalasan yang sewajarnya kerana yang beri project ni pada dia orang ni pun adalah ALLAH jua, ALLAH lebih mengetahui daripada kita insan yang hina ini". Camna pun thanks for the offer cuma saya ni kasihankan Capt sebab dia dah 75 tahun umurnya dan pengetahuan dan pengelaman beliau dari segi bidang marine oil & gas amat berharga sekali dan rugilah negara kalau kita tidak dapat munafaatkan ilmu ini pada orang muda kita.     Err...relax dan bawa bertenang. Problem is this problem is way way way above us, if you know what I mean and anyway Capt told me it's time for him to move on. Recently he receive an offer back to US where he was working for more than 10 years. He was living in Baton Rouge at that time. The company he was with kept ask him to come back and telling him that he doesn't belong to this part of the world. Well, don't know what his future plans are but will try my best to stop him from going back there. Coming back to Tanjung Agas, as far as he is concern, that project and those people can go to blazes. He couldn't care less about it and believe me, I tried my best to pursue the matter but he said enough is enough.

  34. Latest news, Capt Zee Zee is in critical condition in Kemaman Hospital. Doctor said his chances of making it thru is quite slim. He was admitted to ICU at 1830hrs today.
